- This notice is NOT a Solicitation. (A Solicitation will be published separately HEREAFTER in this same FedBizOpps website.) This notice is for a FULL-AND-OPEN-COMPETITIVE procurement. The INCUMBENT contractors, listed in alphabetical order by company name, are as follows: (a) Battelle, Contract No. DTFH61-00-C-00182, whose technical contact person is Carol Zimmerman at telephone number (202) 646-7808; (b) Booz-Allen & Hamilton, Contract No. DTFH61-00-C-00183, whose technical contact person is Mr. John Weigmann at telephone number (703) 902-3151; (c) Cambridge Systematics, Contract No. DTFH61-00-C-00181, whose technical contact person is Mr. William Perez at telephone number (301) 347-9118; and (d) Science Applications International Corporation (SAIC), Contract No. DTFH61-00-C-00180, whose technical contact persons are Ms. Rebecca Barnes at telephone number (703) 676-0817 or Mr. Mark Carter or Mr. John Mason at telephone number (703) 676-6805. The Federal Highway Administration (FHWA) does NOT intend to release COPIES of those incumbent contract documents, which are unlikely to be of any help to offerors in competing under this NEW procurement. All four of those incumbent contractors ARE eligible to COMPETE under this NEW procurement, which will provide support and assistance services to the FHWA?s Office of Operations. The FHWA reserves the RIGHT to award MORE than one contract under this NEW procurement; and each contract awarded will be an indefinite delivery indefinite quantity task order instrument. It is anticipated that the services to be provided under the new contract(s) will assist the FHWA?s Office of Operations in its six Delivery Strategies: (1) Reducing Non-Recurring Congestion; (2) Reducing Recurring Congestion; (3) Improving Day-to-Day Transportation and Traffic Operations; (4) Creating a Foundation for 21st Century Transportation and Traffic Operations; (5) Enhancing Freight Management Operations; and (6) Improving Emergency Transportation Management. Additional information concerning those six Delivery Strategies can be found at http://www.ops.fhwa.dot.gov/program_areas/programareas.htm. CUTTING ACROSS all six of those Delivery Strategies will be the following Contract Objectives: (a) Support the Office of Operations through a continuous program of technical assistance, technical studies, and technology transfer; (b) Develop and refine the tools, evaluations, and information needed to formulate the FHWA?s policy and/or legislative position on operations programs; (c) Investigate, evaluate, summarize, and disseminate information as appropriate to support the technology transfer, technical assistance, and policy development efforts of the Office of Operations; (d) Develop workshops, seminars, and other educational mechanisms that utilize interactive computer-aided instructional tools to demonstrate the application and effectiveness of the strategies of the Office of Operations; and (e) Provide market research, evaluation, assessment and measurement, and information sharing. It is anticipated that the support work contemplated under this NEW procurement will require approximately 1,619,099 AGGREGATE staffing hours, counted across the ENTIRE five-year period of performance. Counted across that ENTIRE 5-year period, it is estimated that there will be a need for 9,668 staffing hours for a contractor?s Program Manager; 32,959 aggregate staffing hours for a contractor?s Principal Investigators (each contractor may have a separate Principal Investigator for each separate Delivery Strategy); 76,316 staffing hours for Senior Systems Engineers; 76,316 staffing hours for Senior Transportation Planners / Engineers; 76,316 staffing hours for Senior Public Transportation Planners / Engineers; 26,076 staffing hours for Senior Freight Logisticians; 76,316 staffing hours for Senior Economists; 76,316 staffing hours for Senior Legislative / Policy Analysts; 76,316 staffing hours for Senior Communication / Marketing Specialists; 232,348 staffing hours for Senior Statisticians / Data Analysts; 353,687 aggregate staffing hours for Mid-Level Professional/Technical staff members; 131,064 aggregate staffing hours for Junior Level Staff members; 118,745 aggregate staffing hours for Researchers/Technical Writers; 132,770 aggregate staffing hours for Computer Support personnel; and 123,888 aggregate staffing hours for General Support Staff members. All estimated numbers of hours listed above are ON-THE-JOB hours. Each contractor?s Program Manager will be responsible for overall management of the contract, including quality assurance for all products delivered to the government and availability of resources to complete all task orders. The Program Manager shall have experience in successfully managing at least two completed projects under federal contract, of size and content comparable to that envisioned under this procurement. The Program Manager shall have a minimum of 10 years of experience in transportation-related research and development. The Program Manager shall have demonstrated success in keeping programs involving multiple subcontractors on schedule and within budget, and in providing high quality products meeting the sponsor?s expectations. The Program Manager shall have at a minimum a Masters degree in a field applicable to Transportation Operations. The Program Manager must be able to dedicate up to 100% of his or her total annual labor hours to the management of the new contract awarded from this procurement, and shall be available for communications and presentations to the government concerning program management. A given Principal Investigator shall be responsible for overall technical direction and supervision of task leaders on all task orders issued under that particular Principal Investigator?s assigned Delivery Strategy under the contract. Each Principal Investigator shall have at a minimum a Masters degree in a field applicable to Transportation Operations, and a minimum of 10 years of progressively responsible experience in transportation-related research and development, including technical leadership of significant work on various aspects of transportation. Each Principal Investigator must be able to dedicate up to 75% of his or her total annual labor hours to the technical leadership of the contract, and shall be available for communications and presentations to the government concerning technical progress and results. The Senior Systems Engineers (SSEs) shall be responsible for the overall technical direction and supervision for systems engineering under the tasks assigned. The SSEs shall have at a minimum a Masters degree in engineering applicable to transportation operations, transportation systems, or advanced transportation technology, and a minimum of 10 years of progressively responsible experience in systems engineering. The experience shall include technical leadership of significant work on transportation systems. The SSEs shall be available for communications and presentations to the government concerning rural ITS systems engineering. The Senior Transportation Planners/Engineers (STPEs) shall be responsible for overall technical direction and supervision of tasks involving transportation systems and ITS under the tasks assigned. The STPEs shall have at a minimum a Masters degree in planning (including economics, operations research or statistics) or engineering applicable to transportation operations (traffic engineering), and a minimum of 10 years of progressively responsible experience in transportation planning or engineering. This experience shall include work with a state department of transportation, and technical leadership of significant work on transportation operations or traffic engineering. The STPEs shall be available for communications and presentations to the government concerning transportation operations. The Senior Public Transportation Planner/Engineers (SPTPEs) shall be responsible for overall technical direction and supervision of tasks involving public transportation systems operations under the assigned tasks. The SPTPEs shall have at a minimum a Masters degree in planning (including economics, operations research or statistics) or engineering applicable to public transportation systems, and a minimum of 10 years of progressively responsible experience in public transportation or engineering. This experience shall include work with public transportation, and technical leadership of significant work on public transportation operations. The SPTPEs shall be available for communications and presentations to the government concerning public transportation operations. The Senior Freight Logisticians (SFLs) shall be responsible for overall direction and supervision of tasks involving freight logistics systems and supply chain operations. The SFLs shall have at a minimum a Masters degree in logistics or engineering applicable to supply chain operations, and a minimum of 10 years of progressively responsible experience in freight logistics or supply chain operations. This experience shall include work with freight industry or analytic organizations involved in the analysis of supply chain operations. The SFLs shall be available for communications and presentations to the government. The Senior Economists shall be responsible for the technical direction and supervision of the tasks that involve economic analysis, benefit/cost analysis, and economic interpretation of transportation trends and impacts. The Senior Economists shall have at a minimum a Masters degree in economics or an economic related discipline, and a minimum of 10 years of progressively responsible experience in economic analysis. The experience shall include work with various aspects related to transportation or transport economics. The Senior Statistician / Data Analysts shall be responsible for technical direction of tasks that entail statistical measure development, statistical analysis, data development, and survey/questionnaire response analysis and review. The Senior Statistician / Data Analysts shall have a minimum of a Masters degree in statistics, mathematics, or related discipline applicable to statistical analysis, and a minimum of 10 years of progressively responsible experience in statistical analysis and data development. This experience shall include technical leadership on a number of statistical development and analysis efforts with some relating to transportation, and extensive knowledge of existing data sources. The Senior Legislative / Policy Analysts (SLPA?s) shall be responsible for the technical direction of tasks that entail legislative and / or policy analysis. The SLPA?s will also be responsible for providing insight concerning the impact and possible alternatives to various legislative/policy options or scenarios. The SLPAs will have at a minimum a Masters degree in Public Policy, Public Administration, or other discipline related to legislative/policy analysis and 10 years of progressively responsible experience legislative/policy analysis, legislative / policy framework development, legislative/policy benefit/cost analysis. The experience shall include legislative/policy work at both the state and federal levels. The Senior Communication / Marketing Specialists (SCMSs) shall be responsible for the direction of tasks that entail the creation, development, and management of material for the dissemination of information concerning both technical and non-technical aspects of transportation operations. The SCMSs will also be responsible for the logistics, management and support of symposiums, seminars, focus groups, and conferences including the development of conference displays. The SCMSs will have at the minimum a Masters degree in Communications or Marketing or other related discipline and 10 years of progressively responsible experience in communications and marketing in relation to government at both the state and federal levels. The experience shall include communication / marketing that relates to the transportation sector.
