Description
The Jacksonville District US Army Corps of Engineers has a requirement for operation and maintenance for FEMA constructed Expedient Group Sites, which are being utilized as temporary housing, (Trailer Parks), for residents who have been displaced fro m their homes as a result of Hurricane Ivan. The sites are primarily constructed on an asphalt parking lot or crushed stone subbase in vacant lots leased by FEMA. The contractor will provide all equipment, labor, materials, supplies and services for an e ffective operation and maintenance service for multiple EGS in various locations across Escambia County, Santa Rosa County, and Okaloosa County, FL. At this time, there are 4 EGS with a total of 276 trailers. The number of trailers to maintain at each si te will vary as FEMA continues to relocate occupants into alternate housing accommodations and deactivates trailers no longer needed. The contractor will not be required to maintain units that are empty. FEMA will designate the trailers that will no long er be occupied. Following is a list of current sites, location and number of trailers occupied: Old Bagdad, E. Avalon Blvd. & S. Commerce Rd., Milton, Santa Rosa County, 46 Units; Ft Walton Beach, 27 Robinwood Dr. SW, Ft Walton Beach, Okaloosa County, 36 Units; Pensacola Junior College, 5869 Highway 98, Pensacola, Escambia County, 97 Units; Scottys 4335 W. Fairfield Rd., Pensacola, Escambia County, 67 Units. The contractor shall pay for all costs required to operate and maintain the site, which includes , but is not limited to, waste disposal costs, light plant rentals, fuel, taxes, and permits. Maintenance consists of Routine Services, Grounds Maintenance, Warranty Repairs, Water, Sanitary Sewer, Electrical and Mechanical Maintenance, Routine and Emerge ncy Maintenance. The Contractor shall furnish all necessary labor, tools, equipment, and materials to perform required maintenance. The Contractor must obtain all appropriate permits and licenses. A firm-fixed price contract will be awarded for an initial period of up to 6 months (commencing 1 May 05), with an option for up to an additional 6 months for a total performance period of up to 12 months. Services will be procured pursuant to FAR Subpart 13.5, Test Program for Certain Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to this RFP, will be most advantageous to the Government. Price and Past Performanc e will be the only evaluation criteria. This acquisition is 100% set-aside for small business. The NAISC code is 561210. To be considered a small business, total gross average revenue over the last 3 years must be less than $23 Million. You must be registe red in the Central Contractor Registration in order to be eligible to receive an award from this RFP.
