- The U.S. Army Combined Arms Support Command (CASCOM) is a subordinate command of the U.S. Army Training and Doctrine Command (TRADOC) located at Fort Lee, Virginia supports the learning of Combat Service Support (CSS) Soldiers through web-delivered immersive training technology. CASCOM currently has a CSS Convoy Operations prototype, using a commercial gaming engine developed by Kuma, LLC that supports both single and multiplayer use, and provides a technical platform for growth in the future. Initial testing and demonstration of the prototype has been extremely successful. CASCOM has the requirement to make the CSS Convoy Operations product available to Army training schools, units and soldiers through the Sustainment Portal. The Government intends to negotiate a Firm Fixed Price (FFP) contract on a sole source basis with Kuma, LLC. This requirement is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of U.S. Army CASCOM. This acquisition is being processed with the authority granted in accordance with FAR 6.302-1 and DFARS 206.302-1 and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items with a period of performance of 12 months from date of award. Offerors able to provide the required service are invited to identify their interest and ability to meet the requirements by submitting their qualifications or capabilities and any other information which shows a bona fide ability to meet this requirement by close of business Friday, April 22, 2005. If no affirmative responses are received to determine a comparable source is more advantageous to the Government and available, then a contract will be awarded to the above named source. The intent of this Special Notice is for informational purposes only. This is not a request for competitive proposals.
