- Solicitation 8005-43 seeks large transport aircraft exclusive use services to support personnel and cargo transportation requirements of the National Interagency Fire Center in support of national emergency requirements. The Contractor shall possess an Air Carrier Operating Certificate issued by the Federal Aviation Administration (FAA) under 14 CFR Part 121 and which is valid for operations in the Lower 48 United States, Alaska, and Canada for the duration of the contract. The Contractor shall possess a current Air Mobility Command (AMC) certification for carrying passengers/cargo/Government-furnished equipment (GFE) and be capable of keeping this certification current during the contract and its option years. A primary activity supported by this contract is for point-to-point flights for the purpose of picking up and/or delivering firefighting crews to Government identified locations to support federal fire management needs. Reliability and timeliness of equipment and services is essential to adequately support this requirement. The mandatory exclusive use period of the Government's need is approximately June 15 through September 30, 2005, with some intermittent use during the balance of the contract period. The contract will include unilateral options of renewal for an additional two years. The anticipated issue date of the solicitation is April 13, 2005. It is a requirement that the successful awardee be registered in the Central Contractor Registry (CCR). The solicitation will be available at this site and www.oas.gov/dam. This requirement will be unrestricted as to set-asides.
