- Description
- NASA/JSC has a requirement for High-Energy Proton Test Facility access. This will be a five year contract. The contract will be a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity type contract. The radiation test facility shall be capable of providing split beam testing, allowing two independent NASA tests to be conducted simultaneously with proton energies ranging from 50 MeV to 200 MeV. Beam flux rates must be delivered between 5+E6 and 1+E9 protons/cm2/second. NASA testing regiments include 12-16 hours per day, over 3-5 consecutive days. The contract will allow for the development of adjuncts, upgrades, and new peripheral devices in support of a unique test or as an improvement in the general test capability of the facility. NASA/JSC intends to purchase these services and corresponding items from Indiana University. There is no other known source that has the ability to meet the requirement for flexible testing and recommended shared beam testing at a required level of 50 MeV to 200 MeV. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on April 27, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
