- THIS IS NOT A DRAFT REQUEST FOR PROPOSAL This notice is a request for industry comments on the draft Performance Work Statement (PWS) for Supply and Transportation Support Service functions to be performed at Andersen Air Force Base, Guam. All comments on the draft PWS should be provided via e-mail, no later than 6 May 2005. Only electronic comments will be accepted and should be directed to the following e-mail address: carlen.capenos@andersen.af.mil. Please include: point of contact, e-mail address, telephone number and facsimile number. Although the Air Force will not respond to any individual input, all comments/suggestions will be considered prior to release of the Request For Proposal (RFP). In accordance with Federal Acquisition Regulation (FAR) 5.205(c) Special Notices, this draft PWS is being posted. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This request is for industry comments for planning purposes only and does not constitute an Invitation for Bid, a Request for Proposal, a Solicitation, or a Request for Quote. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred to interested parties for responses to this pre-solicitation notice. It is the intent of the government to solicit this requirement via full and open competition. The intent is to make one award to one business capable of providing these services. The government intends to award a firm-fixed priced contract and is contemplating an incentive(s) of some type. The government is requesting industry input into incentives and what would motivate a contractor to perform at levels exceeding the performance objectives. The period of performance is currently forecasted to begin with a phase in period of 1 January to 31 March 2006. The base period of performance is forecasted as 1 April 2006 through 30 September 2006, with four 12 month option periods. All potential sources shall be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be considered eligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 561210, Facility Support Services and the corresponding SIC Code is 8744, with the small business size standard not to exceed $30 Million. A Request for Proposals (RFP) will be distributed solely on the Federal Business Opportunities website, or FedBizOps at www.eps.gov, on or about 1 June 2005. Any interested party should review this site frequently for the posting of and any updates/amendments to the solicitation.
