- This is a combined synopsis/solicitation and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. THOSE INTERESTED IN SUBMITTING A QUOTATION SHALL REQUEST A COPY OF THE STATEMENT OF WORK AND DRAWING NUMBER 627 WMEC-562-003 REV. The Point of Contact is Linda Mannion; lmannion@elcbalt.uscg.mil or you may call (410) 762-6475. The Solicitation Number is HSCG40-05-Q-40783 and is issued as a Request For Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03. The applicable North America Industry Classification System (NAICS) Code is 336611 and the business size standard is 1,000 employees. The U.S. Coast Guard YARD has a requirement for machining of four (4) each 210’ vessel rudder blades in accordance with U.S. Coast Guard Statement of Work and Drawing Number 627 WMEC-562-003 REV (copies may be obtained by calling the agency). Coast Guard Engineering Logistics Center Inspectors shall perform on-site inspections of machining of castings, preservation of rudder bore tapers, and shipping containers. The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Jan 2004) and the following addenda: General Instructions: It is intended to award a firm-fixed price purchase order. Delivery shall be made F.o.b. Destination to U.S. Coast Guard Engineering Logistics Center, Receiving Room, Building #88, 2401 Hawkins Point Road, Baltimore, Maryland 21226, within 30 calendar days from date of award. Submission of Offers: Quotations may be submitted on company letterhead stationary and must include the following information: Request For Quotation Number, Payment Terms, discount offered for prompt payment, proposed delivery in calendar days, unit pricing for Item 0001, 210’ Rudder Blade Taper Bore Machining, Quantity 4 each, in accordance with the Statement of Work (Pricing shall be quoted F.o.b. Destination and shall include all required testing, inspections, preservation, packaging, marking and warranties), the company Tax Information Number and DUNS Number, and must include the required FAR 52.212-3 Offeror Representations and Certifications-Commercial items (Jan 2005). Copies may be obtained by calling the Agency. Additionally, one relevant past performance reference shall be provided, including company name, telephone number, and point of contact. Evaluation of Offers: All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The Government will evaluate all offers to be qualified for award as follows: The Government will review each proposal submitted in response to this solicitation and make award to that offeror, whose offer, conforming to the solicitation, represents the lowest price to the Government. Past Performance shall also be considered. Price evaluation will be performed by the Contracting Officer to determine the reasonableness of each proposed price and to determine the Offerors understanding of the work and ability to perform the contract. The evaluated price will be obtained by multiplying the quantity times the unit price to arrive at a total evaluated price. The Government reserves the right to make an award without discussions.
