Description
This procurement is for the WEST HACKBERRY FACILITY, CAMERON AND CALCASIEU PARISHES, LOUISIANA TITLE EVIDENCE, which includes interim binders, intermediate certificates (title binder updates), and final title insurance policies. This procurement is 100% set-aside for small business, NAICS Code 541191. Small business size $6,000,000.00. This procurement will be an IDIQ, indefinite delivery, indefinite quantity contract awarded to the lowest priced, technically acceptable offeror. The contract will include a base period with four (4) option periods and all tasks will be issued by delivery orders The contract will have a minimum of 5 tracts and a maximum of 30 tracts. Contractor must quote on all items including optional items NOTE: Mandatory Req uirements: 1. Bidder must be a direct agent for a Title Company that is a member of the American Land Title Association authorized to issue title insurance in Louisiana. The U.S. Department of Justice imposes the following minimum qualifications on contr actors who are not title companies but are attorneys or direct agents of title companies: Each contractor must submit a written commitment from a title company authorized and qualified to issue such policies in the state where the land is located. 2. A bility to delivery 10 Title Binders within 15 calendar days. 3. Experience in performing title research and obtaining title and ownership data to form accurate professional opinions regarding ownership of real property (tracts), including encumbrances af fecting such tracts and tax status, and experience in expressing same in interim and final title binders (minimum 2 years). 4. Experience in determining, recommending or preparing the necessary curative which would remove the defects in title (minimum 2 years). 5. Specialized experience in acquiring title and ownership data in Cameron and Calcasieu Parishes, Louisiana (cite examples). 6. Serving as an expert witness in state or federal court on title issues in government condemnation trials (cite exam ples). Effective 1 January 2005, all contractors who submit an offer/bid are required to register in the online representations and certifications application (ORCA). Failure to register in ORCA prior to submitting an offer/bid will result in the offer/bid being determined non-responsive.
