Description
The Delegation of Norway to NATO has announced that the Norwegian Defence Material Agency (NDMA) plans to release a Notification of Intent (NOI) to invite interested firms to bid for the procurement of, among others: High Frequency antennas, receiver antenna matrixes, antenna couplers, cables, upgrades of existing antenna matrixes for remote control, relocations of receivers/transmitters, and upgrades of generator system controls. This project will funded by both the NATO Security Investment Program and the Norwegian Ministry of Defense (MoD) with an estimated cost of 1.1 million Euros (over $1.4 million USD). SCOPE OF PROJECT This contract intends to provide Norway with necessary antennas and matrixes in four different radio-sites in Norway. In addition, the contract will cover installation, works, spare parts, configuration, testing, documentation, codification, tools and equipment, training, warranty and other services as specified. All items to be provided should preferably be commercial off-the-shelf (COTS). This antenna-contract is part of the Norwegian BRASS project. REFERENCE INFORMATION This procurement (reference SACT/SHAPE CP 9B3012/5A0006, Serial 9CM80809-0) will follow the basic one step/one envelope procedure referred to in the NATO Procedures for International Competitive Bidding as laid out in NATO document AC/4-D/2261 (1996 Edition) dated 12th January 1996. The evaluation of the bids will be accomplished in accordance with the NATO document AC/4-D/2261(1996 Edition). The reference of the Invitation for International Bid (IFIB/IFB) to be issued is IFB No. NDMA/2005/012/evt and all correspondence in relation to this subject procurement shall refer to this reference. The comparable U.S. Department of Commerce classification will be IFIB-NORWAY-NDMA-2005-012-EVT. The IFIB/IFB will be issued on a CD-ROM containing PDF and Microsoft Office data formats. Potential Bidders requiring a paper-based hardcopy version of the IFIB/IFB in addition to the CD-version must notify the NDMA Purchasing Branch specifically upon response to this Notification. ELIGIBILITY Interested firms are requested to be introduced by their Diplomatic Representative in Oslo (Embassy) by means of a Declaration of Eligibility as defined in AC/4-D/2261 (1996 Edition) Article 5 and Annex V. This Declaration of Eligibility (nomination letter) must be submitted by the embassy to the Norwegian Defence Material Agency (NDMA) no later than 16 May 2005. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. Only firms having their place of business in one of the following member countries of NATO may bid on this project: Belgium, Bulgaria, Canada, Czech Republic, Denmark, Estonia, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Turkey, the United Kingdom, and the United States of America. All deliveries and works to be carried out for this project by a Contractor or his Subcontractors shall be performed by firms from participating countries only. Security classification: The IFIB/IFB will be classified NATO RESTRICTED. This means that interested firms must hold a security clearance of NATO RESTRICTED as a minimum. The same requirement applies to all personnel working with the IFIB/IFB. The U.S. Government does not have a security clearance at that level; however, it considers NATO RESTRCITED compatible to EXPORT-CONTROLLED UNCLASSIFIED or BUSINESS SENSITIVE. Prospective bidders are also notified that access to NATO or national military sites for contractor personnel will require a security clearance of NATO SECRET. The successful contractor may be required to handle and or store material at a security level up to and including NATO CONFIDENTIAL. IMPORTANT DEADLINES 1. Final date to have expressed interest to Diplomatic Representative in Oslo, Norway and have them submit a Declaration of Eligibility (nomination letter) on your behalf: 16 May 2005 2. The Invitation for international Bidding (IFIB/IFB) is expected to be issued to eligible bidders by the fall of 2005. 3. The Bid Closing Date will be 60 days after the issue of the IFIB/IFB. The bids submitted shall be valid for 12 months. Implementation of the project is expected to be completed within 15 months after contract signature. CERTIFICATION ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Norwegian Defence Material Agency (NDMA). However, only firms that the U.S. Department of Commerce has certified will be allowed to bid and will have a Declaration of Eligibility (nomination letter) submitted on their behalf to the U.S. Embassy in Oslo, Norway, which in turn will provide the Declaration of Eligibility to the NDMA.
