- Vessel(s) Required: U.S. flag self-sustaining multipurpose container/breakbulk. Vessel shall have ice class Finnish 1A (or equivalent) or higher. A bowthruster is required. Maximum vessel length is 550 feet. Vessel?s gear must be capable of lifting a single piece of cargo weighing 50 LT. Vessel shall have spreaderbars to lift 20- and 40-foot containers. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004, or most current reference), preference will be given to VISA participants. Under the Cargo Preference Act of 1904, any reflagging or repair work to: (1) enable the vessel to meet applicable standards to become a vessel of the United States; or (2) to convert the vessel to a more militarily useful configuration; must be performed in the United States.
