Description
The Space and Naval Warfare Systems Command (SPAWAR) intends to add additional work, provide additional funding and extend the period of performance for contract N00039-04-C-2138, awarded on a sole source basis to San Diego DEFCOMM, located at 1985 Gillespie Way, El Cajon CA 92020, for an improved prototype of the Joint Integrated System Technology for Advanced Digital Networking Systems (JIST-NET) used for MILSATCOM multi-spectrum communications planning, management and control. San Diego DEFCOMM is a small business and is the sole producer of the JIST-NET Prototype. The prototype being advanced under this contract will be based on San Diego DEFCOMM's current JIST-NET Version 1 Spiral 3 software. Under this modification, San Diego DEFCOMM will perform the following: 1. Design Version 2 Spirals 1 (V2S1). Build, test and deliver the prototype software to the Government. Provide JIST-NET V2S1 system design documents to address the requirements in the prototype software. 2. Begin development of the situational development module and apply usage data to update the systems requirements analysis. 3. Update the Satellite Access Request (SAR) Gateway Access Request (GAR) module system requirements analysis to add Telecommunication Service Order (TSO) /Telecommunication Service Request (TSR) capability interface with the Defense Information Systems Agency (DISA) Direct Order Entry (DDOE), set up a gate guard and perform security accreditations of new software. 4. Resolve software trouble reports, manage software data and software configurations, and provide support for software security engineering and system security certification and accreditation support. 5. Additionally, provide automation support to the satellite system status monitoring reporting activity performed by the Naval Space Operations Center (NAVSOC) and its interface with the Single Integrated Space Picture (SISP); and integration of CARS, a web-based software application developed by PACOM to automate the Satellite Access Request/Satellite Access Approval (SAR/SAA) process. Upon completion of the operational testing, the best components of the CARS software will be integrated into the JIST-NET prototype software. 6. Interface with Joint Military Satellite Communications Network Integrated Control System (JMINI). The Government is not soliciting proposals in response to this synopsis. The solicitation will be issued without further notice. The NAICS code for this procurement is 541511. See the Government-wide Numbered Notes 22 and 26.
