SOLICITATION NUMBER: M/OAA/DCHA/ AFP-05-1161 ISSUANCE DATE: April 22, 2005 CLOSING DATE: May 11, 2005; 11:00 A.M. EST SUBJECT: Solicitation for U.S. Personal Service Contractor (PSC) for Emergency Food Aid Analyst/ Food for Peace Officer (GS-11 equivalent) in the Food For Peace Office, Emergency Programs Division in Washington, D.C. Ladies/Gentlemen: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Standard Form 171 or Optional Form 612) from qualified U.S. Citizens interested in providing Personal Services Contract (PSC) services for one Emergency Food Aid Analyst/ Food for Peace Officer position (GS 11 equivalent), Office of Food For Peace - as described in the attached solicitation. Submittals shall be in accordance with the attached information at the place and time specified. Resumes may be attached to the SF-171 or OF-612. Applicants are required to sign the certification at the end of the SF-171 or OF-612. Incomplete or unsigned applications shall not be considered. SOLICITATION NO.: M/OAA/DCHA/AFP-05-1161 2. ISSUANCE DATE: April 22, 2005 3. CLOSING DATE/TIME FOR RECEIPT OF APPLICATIONS: May 11, 2005; 11:00 A.M. EST 4. POSITION TITLE: Office of Food for Peace, Emergency Food Aid Analyst/Food for Peace Officer 5. MARKET VALUE: GS-11 ($52,468 - $68,209). Final compensation will be based upon the candidate’s past salary, work history and educational background. Candidates who live outside the Washington, D.C. area will be considered for employment but no relocation expenses will be reimbursed. 6. PERIOD OF PERFORMANCE: Two years with the option to extend for an additional year. 7. PLACE OF PERFORMANCE: Washington, D.C. with possible travel. 8. STATEMENT OF WORK A. Background: Title II of the Agricultural Trade and Assistance Act of 1954 (P.L. 480), as amended, appropriates resources intended to combat hunger and malnutrition through support to activities that raise the level of availability, access, and utilization of food in recipient countries. Title II programs are the responsibility of the Bureau for Democracy, Conflict and Humanitarian Assistance, the Office of Food for Peace (DCHA/FFP) in USAID. The Office is comprised of three divisions; Emergency Programs (FFP/EP), Non-emergency or Development Programs (FFP/DP), and Programs Operations (FFP/POD). Under the guidance of the Office Director and his Deputy, DCHA/FFP manages the largest budget in USAID (over $1.8 billion in FY 2004) of this amount, FFP/EP is responsible for the management and accounting for over fifty per cent of overall Title II resources. The incumbent Food for Peace Officer will assume responsibility for approximately 3-5 activities in 1-2 countries with a resource budget of $20 million annually. These funds are being expended in realization of DCHA/FFP’s First Strategic Objective (SO#1); namely critical food needs of targeted groups met. Title II emergency activities are normally implemented by eligible organizations, namely private voluntary and cooperative development organizations (PVOs/CDOs) and the United Nations’ World Food Program (WFP), termed cooperating sponsors (CSs), under the mandate of Title II of the Agricultural Trade and Development Act of 1954 (as amended). In rare cases, emergency food aid activities are implemented on a Government-to-Government basis. USAID’s Strategy, Food Security Policy Paper promulgated in February 1995 and Emergency Title II proposal preparation guidelines serve as programmatic guidance for CSs. Specifically, the incumbent must have demonstrated ability to perform analytical and evaluative work associated with management of emergency program activities. The necessary analytical skills require the ability to prepare and process approval documentation, activity tracking and briefing materials, write reports, letters, and other documents. The work requires knowledge and understanding of pertinent program and budget principles in order to establish, review, and administer non-emergency development activities. The work requires a high degree of initiative and judgment to assure effective implementation of the purposes of P.L 480. The incumbent must have the ability to interact with a broad range of internal and external partners and clients and function successfully as a member of a multi-functional team. The incumbent must also have demonstrated initiative and ability to manage competing work priorities and work independently when required. B. Specific Duties and Responsibilities: The Food for Peace Emergency Food Aid Analyst or Food for Peace Officer (FFPO), recommends, interprets, and implements policies, strategies, and procedures, allocates resources, and manages and evaluates emergency food assistance programs financed with agricultural commodities and ancillary funds being made available under the Title II program. The FFPO also develops and manages competitive assistance activities funded by Title II Section 202(e) and Development Assistance resources to build the capacity of PVOs, CDOs and the WFP to implement food assistance programs. The incumbent of this position will carry out the following functions and specific duties: • The incumbent, in conjunction with the team leader, will develop, recommend, and implement public policies, country and regional strategies, and procedures both within USAID and within the U.S. Government structure for emergency food programs, including program technical content, resource planning, and USAID Mission collaboration. • The incumbent, in conjunction with the team leader, will advocate, interpret, and explain the guidance and policy positions in formal and informal interactions with staff of cooperating sponsors, other Agency bureaus and offices, USAID field missions, other USG agencies or departments (e.g. USDA and ‘State), and/or other bilateral and multilateral donor offices and agencies. • The incumbent, in conjunction with the team leader, will plan, manage and evaluate technical food security-related activities. Further, the incumbent will also analyze budgets and allocate resources for complex emergency food assistance programs working in the areas of Therapeutic and Supplementary Feeding, Food-for-Work, Refugee and Internally Displaced Feeding, and general relief, where appropriate, to meet program objectives. • The incumbent will ensure that emergency proposal activities are consistent with Agency Food Security Policy guidance, Strategic Objective One’s (SO#1) intermediate results packages, Regulation 11 and DCHA/FFP budgetary and financial guidelines, and support the total U.S. emergency response effort in the recipient country. The incumbent will analyze results reports, resource requests, and recommend approving or not approving CS activities. • The incumbent will work to build the capacity of cooperating sponsors and others to plan, manage, and evaluate Title II emergency food aid programs utilizing Title II food commodities. • The incumbent will establish and maintain effective collaboration and productive working relationships with the staff of CSs proposing and implementing Title II activities, international organizations, USAID field Missions, other donors, USDA, and U.S. interest groups, effectively interpreting and communicating program guidance. • In conjunction with the team leader, the incumbent must analyze U.S. and international agricultural markets and interests, and interpret Bellmon and Usual Marketing Requirement analyses to correctly advise cooperating sponsors, USAID, USDA, and U.S. interest groups on the appropriate U.S. commodities and tonnage for individual and country activities. • The incumbent will provide support to the SO#1 team leaders for central functions such a budgeting, planning and evaluation. • The incumbent will ensure that Title II resources are properly and efficiently programmed to derive the greatest benefit and recover to the maximum extent the costs to the U.S. Government. • The incumbent may act as USAID New Management System (NMS) and Phoenix (USAID’s accounting system) Requestor for emergency Title II funding activities. • The incumbent will attend office, inter-agency, and cooperating sponsor meetings and consultations, as assigned. 9. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. 10. WORK ENVIRONMENT Work is primarily performed in an office setting. 11. EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION A four year degree from a U.S. institution (preferably in humanitarian response, international relations or development, public administration, food security/nutrition, or related field) is required. Related work experience (in the area of training) and/or Master’s Degree is desirable. SELECTIVE FACTORS In order to effectively carry out the responsibilities of this position, the following knowledge and skills are required: - A four year degree from a U.S. institution, and related work experience. - Professional knowledge and skills to generate and apply new concepts in planning, implementing and evaluating activities or proposals for the solution of complex food aid goals. - Sufficient experience to understand the Legislative and policy mandates, objectives and functions of the P.L. 480 Title II Food for Peace Program and how it relates to advancement of the Agency’s Food Aid Policy and U.S. foreign assistance objectives. - Ability to communicate effectively both orally and in writing including establishing and maintaining appropriate relationships with the various food aid stakeholders. - Demonstrated analytical skills and understanding of pertinent statistical, accounting, and budget principles in order to review and analyze financial information and budgets. - Ability to develop activities effectively and to recommend policies, strategies, and procedures related to the effective use of the food aid resource in implementing Agency Food Security and foreign policy objectives. - Analytical skills to review and evaluate regulations, reporting, and other relevant material as a basis for implementing agency and office guidelines and/or procedures, and recommending use of Title II program resources. - Skills in the use of spreadsheet/database software such as Excel or Lotus, and Access. - Ability to understand and interpret Bellmon and Usual Marketing Requirement analyses to correctly advise cooperating sponsors, USAID, USDA, and U.S. interest groups on the appropriate U.S. commodities and tonnage for individual activities. ============================================================== BENEFITS/ALLOWANCES As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances: BENEFITS: Employee's FICA Contribution Contribution toward Health & Life Insurance Pay Comparability Adjustment Annual Increase Eligibility for Worker's Compensation Annual and Sick Leave ALLOWANCES (if Applicable).* (A) Post Differential (Chapter 500) (B) Danger Pay (Section 650) *Department of State Standardized Regulations (Government Civilians Foreign Areas).
