- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1 Solicitation number W912DS-05-T-0016 is issued as a Request for Quotation. The U. S. Army Corps of Engineers, New York District is issuing this combined synopsis/solicitation to award a commercial contract for furnishing all labor, materials,equipment, tools, and services for the Propeller Fabrication for the Vessel Hayward. This action was previously synopsized as set-aside for small business. No quotes were received. This action is now unrestricted. Brand Name or Equal specifications stated herein are a firm requirement. All responsible sources may submit a proposal, which shall be considered. For EDI transfer, this solicitation is issued as a request fo r quotation. The NAICS code and small business size standard are 332999 and $6 million average annual receipts over the past three years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02, effective March 23, 2005 . Delivery is F.O. B. destination to Caven Point, Jersey City, NJ 07305. Clauses applicable to this solicitation and incorporated by reference are FAR 52.212-2, Evaluation of Commercial Items (JAN 1999) and the significant evaluation factors are (i) techni cal capability of the item offered to meet the Government requirement and (ii) price. Award will be made to the lowest price, technically acceptable proposal. FAR 52.212-3, Offeror Representations and Certification Commercial Items (MAR 2005) is applicab le and a completed copy will be required prior to award. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items and FAR 52.225-1, Buy American Act-Supplies, and FAR 52.211-6, Brand Name or Equal (AUG 1999) are applicable. Section C: Description/Specification/Statement of Work Specifications for Fabrication of Hayward Grid Coolers I. GENERAL The contractor shall quote a price for fabrication of all five (5) grid coolers below. The keel coolers should be similar or equal to the Fernstrum grid coolers described in paragraph 2 below. The price quoted to include delivery to Caven Point, Jersey City 07305. II. TECHNICAL SPECIFICATIONS 1. Provide two (2) copper-nickel grid cooler for the vessel Hayward similar or equal to Fernstrum model DX1690F-S2. The grid coolers must fit the existing hull openings. Price quote: ___________________________________. The dimensions are as follows: Pipe diameter inlet: 4 inches Pipe diameter outlet: 4 inches Overall length: 97-1/4 inches Overall width: 14-9/16 inches Distance from center of outlet to center of inlet: 90 inches Minimum heat transfer: 34,125 BTUs Fresh water temperature in grid cooler: 170 degrees F 8 bolt (equally spaced) flange connection at inlet and outlet Intermediate connections: 1 (at 45 inches from center of inlet) 2. Provide two (2) copper-nickel grid cooler for the vessel Hayward similar or equal to Fernstrum model B884BF. The grid coolers must fit the existing hull openings. Provide one (1) copper-nickel grid cooler for the vessel Hayward similar or equal to Fernstrum model D896F. The grid cooler must fit the existing hull openings. Price quote: ________________________. The dimensions are as follows: Pipe diameter inlet: 2-7/8 inches Pipe diameter outlet: 2-7/8 inches Overall length: 97-1/4 inches Overall width: 7-1/16 inches Distance from center of outlet to center of inlet: 96 inches Minimum heat transfer: 4,810 BTUs Fresh water temperature in grid cooler: 170 degrees F 4 bolt (equally spaced) flange connection at inlet and outlet Intermediate connections: 2 (starting at 32 inches from center of inlet) 4. Additional equipment required for installation of keel coolers: a. Five (5) isolator kits needed to protect hull against corrosion due to electrolysis. Price quote: _______________. III. FABRICATION DETAILS 1.The contractor shall fabricate five keel coolers: two (2) for the main engines, two (2) for the generators, and one (1) for the crane engine as follows: a. To obtain a proper bond, each piece of the keel cooler assembly shall be degreased and sandblasted before assembly. b. Each unit shall be soaked and flushed out at high temperatures during each interval of manufacture. c. After being soaked and flushed, each unit shall be inspected by running it through a separate underwater air test assure the integrity of braised or welded joints. d. Clean-up shall be done by sandblasting in a specially constructed 40' long, semiautomatic blasting cabinet. e. Ultra-sonic testing shall be used to check the brazed joints of each unit to assure that keel coolers are of adequate strength. f. In all respects, the each unit must be square and true.
