The sources sought has been extended to 29 April 05. Additional information on the requirement has been added. This is a sources sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The NAICS code is 541511 with a SBA size standard of $18 Million. Interested parties need to identify if they fall into one of the Small Business categories: Small Business, Hub Zone Small Business, Veteran Owned Small Business, Woman Owned Small Business, or Small Disadvantaged Business. The Air Force Flight Test Center (AFFTC) is seeking sources for an anticipated requirement for instrumentation and other types of application systems support. The contractor shall provide services for the following requirements: --- Replacement parts for Data General Corporation MV (Elipse line of computers), AV (AViiON line of computers), MRC (Message Base Reliable Channel), and CLARiiON storage equipment for use with Data General components. --- EMC product line including the EMC Symmetrix, Avalon, Celerra, Connectrix, Centera, and Select lines of equipment, all interfacing support hardware/software and associated systems and distribution software. --- Diagnostic licenses for equipment listed above, diagnostic subscription service, field change orders, field alert bulletins and related on and off-site technical services to support various programs utilizing Instrumentation Loading, Integration, Analysis and Decommutation (ILIAD) systems. - See attached ILIAD Product Suites Summary --- Technical services in support of above listed equipment and ILIAD to include systems analyst support and telephone support 7 days a week, 24 hours a day. --- Capability to add new, upgraded or modified lines of EMC equipment and associated peripherals produced by EMC and other manufacturers. --- On-site field engineering technical support for software and hardware referenced in this document; software requirements elicitation, documentation, and analysis; software design, software development engineering, software and hardware configuration management and other software services to develop and maintain software applications and systems that operate and interface on and within the DoD WAN and LAN infrastructure. --- Capability to complete DoD Information Technology Security Certification and Accreditation (DoDM 8510.1-M) processes for required developed applications. --- Field engineering technical support, software design, development engineering and software services to develop and maintain configuration control management on the ILIAD Toolset. --- Capability to generate and load instrumentation system program files for Teletronics Telemetry Corporation (TTC), Sanmina-SCI Corporation, and L-3 Com Corporation (Corp.) airborne instrumentation data acquisition systems (requires knowledge and access to each vendors technical specifications needed to program each product line). Program and display real-time test data from telemetry data processor hardware currently supported by ILIAD to include hardware by Acroamatics Corporation, TTC, Lumistar Corp., and SBS Corp. --- Analyze and troubleshoot problems using preflight tools. Validate and process data (that was recorded IAW Range Commanders Council Inter-Range Instrumentation (IRIG) standard 106-104 using the Quick-Look System. --- Maintain the legacy UNIX based Test Instrumentation Management System (TIMS) to the specifications defined by DoD ACAT 1C/D programs and to the IRIG specification, processing category I and II data streams. --- Develop, enhance, train and maintain the Quick Look Software (QLS) which is used to provide a way to process and review test data. This capability ensures test objectives are being met. The by-product for utililizing this software is reduction in test program costs and schedule. --- Develop, enhance, train in the use of, and maintain the Common Mission Debrief Program. The Common Mission Debrief Program (CMDP) is used to support mission debrief for both ACC and AFMC flying operations where data has been recorded IAW IRIG 106-104 Chapter 10 compliant mission data recorders. --- Integrate, support and obtain software and distribution rights for EMC's Enterprise Test Data Management System (E-TDMS). This is a product framework focused on Information Lifecycle Management (ILM) of instrumented test data (such as flight test data, telemetry-based measurements, meta data, project history and data libraries.). E-TDMS is designed to ensure availability and data integrity of all test project data ensuring all issues that surround storing, managing, retrieving, sharing and distributing test center data is addressed. --- Providing data security to DoD specifications while providing authentication, authorization, access control, and digital rights management as well as providing a records management application (RMA) as defined by the National Archives and Records Administration (NARA) and fast online access and petabyte scalability for fixed content assets like PCM data, video data, IRIG 106-104 Chapter 10 data, proprietary flight data, documents, designs, etc. --- Purchase or obtain software rights to EMC??s proprietary software diagnostics software tools and appropriate licenses to maintain any and all of the products listed. --- Provide a corporate cadre of telemetry and software experts skilled in Range Commanders Council IRIG principles and Major Test Range Facility Base telemetry practices which will present no learning curve delays to any test mission schedule. --- Develop, enhance and maintain mobile telemetry support hardware as required by the different test projects. Site locations will include but are not limited to: AFFTC, Edwards AFB, CA; AAC, Eglin AFB, FL; 53 TW, Barksdale AFB, LA; ATTC, Fort Rucker, AL; White Sands Missile Range, NM; SPAWAR, San Diego, CA, and detachments or units thereof. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience; (2) related projects and/or existing systems, etc; and (3) business size as described above. Industry demonstrations may be held with interested sources that submit responses. This synopsis is for planning purposes only and does not constitute a solicitation for bid or proposals.
