Description
On behalf of the Office of the Under Secretary of Defense, Defense Laugauge Program (DLP) Office, the Defense Contracting Command  Washington is seeking sources with the resources and capabilities to support this requirement. All responsible source s are invited, at no cost to the Government, to provide technical information for a capability evaluation. This Sources Sought/Market Research shall not be construed as a Request for Proposal. The Government does not intend to award a contract from the re sults of this Sources Sought. The North American Industry Classification Code for this requirement is 561110 and the Small Business Size Standard is $6 million dollars. The contractor shall support the DLO in conducting the following:1) Oversee Implementation of DoDs DLP policies and programs; 2) Identify, evaluate, recommend, and develop needed programmatic and policy changes to improve the DLP; 3) Conduct research and analysis on subjects pertaining to DLP, and compile reports and briefing to reflect findings for Departmental and external audiences; 4) Develop, compile, track, and report on resource information and program metrics via IT systems; 5) Oversee and manage t he implementation of the Defense Language Transformation Roadmaps; 6) Oversee and manage the Defense Langauge Proficiency Test system; 7) Develop, execute, and manage the DLP communication plan; 8) Plan and execute committee and interagency group meetings and conferences; 9) Conduct field visits and represent the DUSD P&R (Plans) Senior Language Authority; 10) Manage the day-to-day administrative operations of the DLO. Contractors may review the Statement of Work by accessing the DCC-website located at http://dccw.hqda.pentagon.mil/services/RFP1.asp. The proposed period of performance will be for a base period of twelve (12) months, with four (4) one-year options. Indiv idual responses to this request for information that may contain company proprietary information must be marked accordingly. Such information will not be released outside the Government. The Government may revise its acquisition strategy and solicitation r equirements based upon industry response.There is no solicitation document. The Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights).
