Description
NAICS Code: 339111 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Transoma Medical, 3358 West Round Lake Road, Arden Hill, Minnesota 55112 for the acquisition of a telemetry system that will be use to acquire radiotelemetric data from mice exposed to diesel particles. This system will provide an additional system that will be dedicated to planned studies investigating the effects of diesel particles on mice. This systems will permit continuously monitor up to twelve animals simultaneously for the purpose of obtaining data on cardiac and thermoregulatory function. It is imperative that all of the telemetry systems be compatible and interchangeable and that existing radiotransmitters can be used by this system. Transoma Medical is the original manufacturer of this system, both the hardware components and the software required to run the system are proprietary and can only be used with Transoma Medical equipment. Therefore the EPA has identified Transoma Inc. the only vendor capable of satisfying requirement . In order to maintain consistency and scientific validity. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source (s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
