- The United States Mint (Mint) has a requirement for the design, production (including printing), assembly, shipment of a Limited Edition Marine Corps 230th Anniversary Coin and Stamp Set; quantity 50,500 sets The product will contain a 2005 uncirculated Marine Corps 230th Anniversary Silver Dollar and an uncancelled 1945 Iwo Jima 3-cent postage stamp; packaging shall include a slipcase to house the total package once assembled; individual products to be shrink-wrapped for protection. The Mint will furnish the Marine Corps 230th Anniversary Silver Dollars. The contractor is expected to provide the uncancelled 1945 Iwo Jima postage stamp. The package shall display the United States Mint Certificate of Authenticity (COA) printed on the package or slipcase with text to be provided by the Mint. a. the package contents shall be encased in such a way that, when opened, all materials are visible and the pieces are adequately protected. b. the Marine Corps silver dollar shall be protected in a manner that allows the customer to easily adjust the rotation of the coin. Both sides of the coin shall be visible either from within the package or when the coin is removed from the packaging. c. the COA shall be clearly printed on the packaging. d. the USPS stamps shall also be clearly visible to the customer when the package is opened. The print shall be protected and sealed. e. the slipcase shall be designed to secure the assembled package. The slipcase shall be imprinted or have a label secured to it clearly showing a readable Mint SKU code for each product and a UPC bar code for each product. The Mint shall provide the codes to the Contractor. The package components shall have the following dimensions: a. the Marine Corps 230th Anniversary Silver Dollar has a diameter of 1.5 inches, +/- .003 inches. If sealed in a capsule, the coin and capsule shall not have a diameter in excess of 1.822 inches +/- .003 inches. The thickness range of the coin is 0.109 inches nominal, 0.114 maximum, 0.106 minimum. b. the USPS stamps have dimensions of 7/8 inches wide by 1 inch high each (subject to slight modifications). The contractor is expected to use its full resources and experience to explore and develop innovative approaches for product design, creation and manufacturing processes. The contractor will be responsible for supporting text and graphics for the packaging that are informative and evocative of the United States Marine Corps? historical significance. The Contractor is responsible for securing the rights to use such elements proposed by the Contractor (stock photography, etc.) for the Mint. The Mint shall review and approve artwork and design for product packaging prior to production. Contractor is responsible for Mint editorial changes. The Contractor shall, at all times during the life of any resultant contract secure a financial guarantee bond or maintain insurance in an amount equal to 125% of the current market value of the United States Mint Furnished Property (MFP) it receives. Adequate security accountability and internal control procedures shall be employed to protect Mint information and assets against loss or improper use. Mint assets shall be segregated and secured separately from other non-Mint materials and shall be clearly identified as Mint assets, unless otherwise authorized by the Mint in writing. These procedures and the Contractor?s Security Plan, based on industry standards commensurate with the asset to be protected, to include a site survey, shall be subject to the approval of the United States Mint Police and subject to review throughout the life of the contract to assure compliance. The United States Mint Police shall be entitled to inspect the Contractor?s facilities during the life of the contract to determine adequate protection of Government assets. Officers, key personnel, and/or other Contractor personnel shall, as determined necessary by United States Mint Police to be in the best interest of the Government, be subject to the same background investigation as is required for United States Mint employees. In that event, Contractor officers and key personnel and/or other personnel must receive a favorable determination by the United States Mint Police of suitability based on a discretionary evaluation of trustworthiness relevant to the level of exposure to sensitive or restricted information. The Contractor shall adhere to the following restrictions on the packaging materials: a. any materials that contact the coins shall have a sulfur content of less than 0.0008%, and a soluble chlorides content of less than 0.05%. The materials shall not change the appearance of the coins by causing discoloration, tarnish, or corrosion. Polyvinyl chloride (PVC) shall not be used in the packaging materials. b. all materials shall remain colorfast, remain intact, and resist gradual break down or disintegration. The Contractor shall inspect all materials prior to being shipped to ensure that all packaging components, especially the coins and capsules are clean and dry without any fingerprints, grease, tarnish, discoloration, water damage, heat damage, or any other debris or defects. The Contractor shall replace, at the sole expense to the Contractor, any materials received by the Mint that are damaged or defective, whether the damage or defect occurred at the Contractor?s facilities or in transit prior to delivery. Replacements shall be delivered at a date and time directed by the Contracting Officer?s Technical Representative (COTR). Contractor shall ship the completed products to the United States Mint Distribution Center operated by PFSWeb in Memphis, TN. All packaging shall be delivered no later than July 19, 2005, FOB Destination. Interested vendors shall submit detailed pricing proposal, past history references for like/similar products, detailed technical description of proposed product, production schedule, delivery schedule and a mock sample. Proposals shall be forwarded NLT NOON, May 9, 2005 to Renea Morton, Contract Specialist, United States Mint, 801 9th Street, NW, Washington, DC. 20220. Solicitation is not available. Note: In accordance with 31 U.S.C., no provisions of law governing procurement or public contracts are applicable to the procurement of goods and services necessary for carrying out Mint programs and operations.
