- : NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR SPECIALIZED AIRBORNE COMMUNICATIONS PACKAGES AND SUPPORT - AGILE EAGLE PROGRAM. The Air Force Research Laboratory (AFRL/IF) intends to award this effort on the basis of less than full and open competition, a contract to SELECTECH SERVICES CORPORATION of Dayton OH, a Small-Disadvantaged Business. The Agile Eagle program will provide for the design, development, fabrication, testing and upgrading of specialized airborne communication packages. The effort will develop and produce two complete sets/systems of airborne communication packages capable of providing secure, world-wide command and control communications onboard designated Air Force aircraft. Specifically, these communication packages will need to provide multiple-channel/multiple-path satellite communications and comprehensive airborne networking capabilities while flying onboard specially-modified Air Force aircraft. The effort will also design and establish a Systems Integration Laboratory (SIL) at AFRL Wright Site and integrate the SIL into an existing communications facility. In addition, the contract will provide advanced upgrades and engineering support to the program. It is our intent to issue a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with both Firm Fixed Priced (FFP) and Cost Plus Fixed Fee (CPFF) type delivery orders. Justification: Supplies or services required are available from only one or a limited number of responsible sources under the authority of FAR 6.302-1. Interested sources that are capable of providing the supplies and services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
