Description
The Natural Resources Conservation Service (NRCS) is seeking proposals from qualified wetland design engineering consultants to provide planning, design, engineering, construction documents, permitting, and construction management in connection with the restoration of wetland easements throughout Oregon pursuant to the USDA’s Wetland Reserve Program. Wetland Engineering Design firms meeting the minimum qualifications stated in this solicitation are invited to submit their qualifications via Standard Form 330 (available in the “Government Forms” menu at www.gsa.gov) on or before 4:00 pm local time Friday, March 11, 2005 to: Solicitation No. NRCS-05-OR-004 ATTN: Christopher E. Martin, Contract Specialist 101 SW Main St., Suite 1300 Portland, OR 97204-3221 Multiple awards are contemplated by this solicitation. NRCS intends to make award of indefinite delivery indefinite quantity contracts to the three to five most qualified firms. Awardees are selected for individual task orders for specific projects on the basis of the evaluation criteria listed in this solicitation. The NRCS Contracting Officer will negotiate individual firm fixed-price task orders encompassing all phases of design work, including construction management, for a specific project. Each awardee will receive a minimum of $5,000 in task orders, up to a potential maximum of $500,000 in task orders during period of the contract. The period of the contract shall run from April 1, 2005 through April 1, 2006, with four one-year options exercisable at the option of the Government upon written notice at least thirty (30) days prior to the expiration of the prior contract term. Payment of work performed under task order shall be for work completed, and shall be made at completion of the following milestones: 1. Completion of topographical survey; 2. Preparation of design intent drawings to 35%; 3. Completion of design package, including issuance of required permits; and 4. Construction management is paid upon completion of construction and as-built surveys, drawings, and associated documentation. A post-award conference will be held with awardees prior to issuance of task orders. Topics covered will include communication with NRCS, government furnished information (if any), performance standards, and NRCS’ required invoicing format.
