- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase the support required for the conversion of StrikeLink into a communication module integration tool for the Distributed Engineering Plant which will facilitate testing of Close Air Support mission threads among fleet laboratories and assets located across large geographical areas. A sole source procurement to Stauder Technologies, 115 Mexico Ct. Suite D, St. Peters , Missouri 63376, will be awarded as a result of this synopsis. A Sole source procurement is necessary because Stauder Technologies is the developer and owner of proprietary rights for StrikeLink. StrikeLink was developed for the Marine Corp and represents an 85-90 percent material solution to the requirement for a communications module that can take VMF data packets off of a network and communicate them to the F/A-18, F-16 and AV-8B. There is no other software that meets this requirement. Award is to be made under simplified acquisition procedures on an all or none basis. The closing date is 06 May 2005. Anticipated award date is 13 May 2005. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS ELECTRONIC NOTICE. The Government will award a purchase order from this synopsis to Stauder Technologies. All interested parties other than Stauder Technologies must provide written documentation demonstrating how their products can meet the Government requirements. Quotes may be submitted by e-mail in Microsoft Word format to xds13@nswc.navy.mil E-mail should reference N00178-05-Q-3035. Numbered Note 22 applies.
