- (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) SOLICITATION NO. BBGCON1405S5559 IS ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY NEGOTIATION PROCEDURES. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03, dated April 11, 2005. (iv) This is a total small business set-aside under NAICS 611430, Professional and Management Development Training. (v) The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Training and Development Division (M/PT) is planning a competency based leadership program for new supervisors at the Agency. The objective is to develop supervisors with the critical competencies necessary to effectively direct a workforce to accomplish the critical mission of the agency. Supervisors completing this seminar should have a good understanding of appropriate human resource policies, procedures and regulations. They should also have skills and competencies that facilitate the implementation of supervisory responsibilities. The goal is to train all new supervisors within the one-year probationary period, as well as current seasoned supervisors (GS-11-13 and equivalent) in an effort to develop a solid basis for effective management at the Agency. IBB has approximately 300 first line supervisors. The Agency has a requirement for a Contractor to develop and conduct classes 2-4 times a year, at the Agency-provided training site, as described in the Statement of Work herein. Offeror shall provide a firm-fixed price (FFP) for each of the following Contract Line Item Numbers (CLIN), as well as a detailed cost breakdown to support the proposed price for each CLIN. CLIN B.1-- Base Period (Date of contract award through September 30, 2005): CLIN B.1.1 - Planning and development of Supervisory Training course (1 Job); CLIN B.1.2 - Conduct a 3-5 day Supervisory Training course (15-20 students) (1 course); CLIN B.2--Option Year 1 (October 1, 2005 through September 30, 2006): CLIN B.2.1 - Conduct a 3-5 day Supervisory Training course (15-20 students) (Cost per course); CLIN B.3 - Option Year 2 (October 1, 2006 through September 30, 2007): CLIN B.3.2- Conduct a 3-5 day Supervisory Training course (15-20 students) (Cost per course); CLIN B.4-Option Year 3 (October 1, 2007 through September 30, 2008)): CLIN B.3.2- Conduct a 3-5 day Supervisory Training course (15-20 students) (Cost per course); CLIN B.5-Option Year 4 (October 1, 2008 through September 30, 2009): CLIN B.3.2- Conduct a 3-5 day Supervisory training course (15-20 students) (Cost per course); (vi) STATEMENT OF WORK: BACKGROUND - The IBB's Training & Development Division, (M/PT) is within the Office of Personnel and is responsible for providing training and non-training solutions for all IBB Divisions and Offices. IBB employees work with managers to analyze work unit issues, develop strategies for enhancing performance and effectiveness, and provide programs that help the unit achieve its business objectives. M/PT provides and coordinates technical and common needs training for all IBB Divisions and Offices. Supervisory training is necessary to ensure new supervisors have the knowledge, skills, and abilities to appropriately lead and direct subordinates and know what resources are available to assist them in their day-to-day supervisory role. SCOPE OF WORK - The Contractor shall: (a) Develop a supervisory training course to accommodate 15-20 IBB students, based on IBB topic outline (See "Supervisory Training Outline" below); (b) Provide instructional materials for IBB students; (c) Provide a draft copy of the training material to IBB the Authorized Representative for the Contracting Officer (AR/CO) within three (3) weeks of contract award, and modify course content, if deemed necessary by IBB subject matter experts (specialists from the Agency's Operations Division, Labor & Employee Relations Division, Benefits Division, Foreign Service Division, and Training Division). IBB's subject matter experts will review and request any necessary edits of Contractors material. Contractor shall submit a final copy of the training materials to the AR/CO within five (5) business days following receipt of the AR/CO's review of the draft materials; (d) Conduct supervisory training sessions to IBB supervisors (training shall not exceed five (5) days, but not less than three (3) days; (f) Conduct supervisory training 2-4 times per fiscal year (October to September) based on need and funding availability; (g) Conduct all portions of the training with the exception of "Tools and Resources for Reaching Goals" (See Section III of "Supervisory Training Outline" below). IBB in-house talent will teach Section III during the 3-5 day training period; (h) Use a variety of materials, activities, simulations, role-plays, case studies, examples, and instruments to implement a highly participative training program; and (i) provide Certificates to students at completion of training. The Contractor shall develop a 3-5 day supervisory training course to accommodate 15-20 IBB students, based on the following IBB topic outline: SUPERVISORY TRAINING OUTLINE I. LEADERSHIP STYLE - PUTTING IT ALL TOGETHER GENERAL REQUIREMENTS - The development and delivery of the training shall be coordinated with in-house IBB training specialists. The Training and Development Division will monitor all work done on the resultant contract. The contractor shall supply all personnel, materials, equipment, transportation, and all other miscellaneous items required to perform work described in this Statement of Work. The contractor shall prepare an overall plan of performance for the services to be delivered. The plan shall include how the contractor shall provide the training sessions. Requested training sessions shall be prepared for Agency review and concurrence in advance and meet the requirements stated herein. PLACE OF PERFORMANCE - The required services may be performed at a training site located within a 50-mile radius of Washington, DC. DELIVERABLES - The Contractor shall submit a development plan of learning sessions to the AR/CO thirty (30) calendar days after contract award. The AR/CO, along with Agency experts will review and recommend changes to the draft plan. After the Contractor has made the requested revisions, the AR/CO will approve the plan to be used during the performance of the contract. COURSE SCHEDULING CHANGES - The AR/CO may change the date of any individual training session by providing advance notice to Contractor. If notice regarding change of a workshop is provided to Contractor less than fourteen days prior to the scheduled training session date, the IBB will be obligated to reimburse Contractor only for expenses actually incurred (e.g., airline cancellation charges), excluding any labor charges. The IBB will not pay any expenses if the AR/CO notifies Contractor more than fourteen calendar days prior to the scheduled training date. GOVERNMENT FURNISHED RESOURCES - IBB will provide a training site (within a 50-mile radius of Washington, DC). IBB will make every effort to provide Contractor with requested classroom equipment (either through facility used or IBB) i.e., flip charts or white boards, overhead projector and screen, TV/VCR, LCD projector, and laptop computer. IBB will provide to the Contractor rules, regulations, and procedures pertinent to IBB. (vii) PERIOD OF PERFORMANCE - Contractor shall conduct the initial presentation of the requested training not later than September 2005. The Contractor shall conduct two to four 3-5 day courses per year. The Base Period of the resultant contract shall be from the date of contract award through September 30, 2005, with four (4) 1-year options to extend the contract term, contingent upon availability of funds. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items apply to this solicitation. Interested contractors who are capable of providing these services should submit a capability statement (consisting of separate technical and price proposals) as noted below. (ix) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: [1] Offeror's demonstrated experience conducting leadership training to federal agencies; [2] Brief narrative detailing Offeror's planned approach to this effort in accordance with the "Supervisory Training Outline"; [3] Offeror's qualifications and background, to include experience developing practical, competency based leadership programs. [4] Detailed information on Offeror's past performance of similar services with the Federal governmental and/or commercial customers in regards to leadership development programs for similar services and a minimum of three (3) references to include company's points of contact including address, telephone number/fax number, E-mail address and other relevant information. All references shall be available to respond with a reply within 36 hours after being contacted. [5] Offeror's knowledge of federal human resources regulations, policies and procedures, [6] Offeror having had federal supervisory experience and [7] Offeror's proposed price. When combined, technical and price proposals will be approximately equal. The following factors, listed in descending order of importance, shall be used to evaluate proposals: a. Offeror's demonstrated experience conducting leadership training to federal agencies; b. Offeror's training plan; c. Offeror's Organization qualifications and background; d. Offeror's past performance; e. Offeror's knowledge of federal HR regulations, policies and procedures; f. Offeror's supervisory experience in the federal government. Offeror's Price will be equal to technical factors above. (x) Offerors shall include a completed copy of the provisions at FAR 51.212-3, Offeror Representations and Certifications--Commercial Items with its offer. Offers shall be submitted on a SF-1449 signed by an official authorized to bind your organization. Submit to the Contracting Officer, two (2) copies of technical and two (2) copies of price proposal, bound separately. An award may be made without discussion. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items applies to this acquisition with no addenda to the clause. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, including subparagraphs (b) (3,6,7,8 and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration (31 U.S.C. 3332). (xiii) FAR Clauses 52.232-18, Availability of Funds; 52.217-9 Option To Extend The Term of The Contract, and FAR Clause 52.237-3 Continuity of Services applies to this procurement. There are no additional contract requirements necessary for this acquisition other than those consistent with customary commercial practices. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) There are no numbered notes which apply to this procurement. (xvi) Failure to provide any of the above-required items may result in the rejection of your proposal.
