Description
Amendment Number One is issued to provide additional description of the services required and to add Note 22 to the synopsis. The Department of Homeland Security intends to enter into negotiations on a sole source basis with Institute for Physical Sciences, Inc., 1365 Beverly Road, Suite 300 McLean, VA 22102 to develop a novel technical capability to expolit extensive, unanalyzed open-source material with a state-of-the-art technical approach that meets the high-priority needs of the US communities combating terrorism at the federal, state, and local levels. This approach shall employ measures and techniques derived from dynamical network analysis to discern the interests, intentions, and capacities of specific groups that threaten the US. The goal is to develop a tool to supplement traditional analytic methods, giving the intelligence community the ability to obtain massive human network data on relevant groups automatically. This approach shall provide the innovative technical means to monitor, analyze, and exploit foreign elities, financiers, operatives, recruiters, technicians, and ideologues through open source and classified holdings. When traditional sources of information are unavailable, such measures and techniques should provide a significant heads-up on major political events. The overall goal of the program is to use IPS's novel, proprietary electronic intelligence collection capability and to fuse that capability with other collection means in support of DHS components and customers. The determination of the Government not to open subject requirement to full and open competitition was made in accordance with FAR Part 6.302-1 and 10 USC 2304(c)(1) and is solely at the discretion of the Government. The specific reasons for the lack of competition is based on the following (1) IPS has extensive expertise knowledge in providing the services and substantial and unacceptable dely in fulfilling the DHS mission to help prevent future terrorist capability development; (2) IPS is a scientific research institute that specializes in applying the skills of social scientists, physicists, mathematicians, mechanical engineers, and computer scientist to advanced social scientific modeling problems; (3) IPS services are proprietary and unique software routines, tools and analytic expertise that are not commerical item and are available only at IPS. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determintion by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Number Note 22.
