- This notice concerns a proposed SOLE SOURCE modification of EXISTING Contract No. DTFH61-02-C-00015 held by the National Emergency Number Association (NENA) for ?Facilitating the Implementation of Emergency Wireless Communications?. The previously-published award price of NENA?s EXISTING contract is $849,877. The Federal Highway Administration (FHWA) plans to increase that contract?s existing price, in order to fund the additional work described in the following items a through f. For the price-increase, NENA will: (a) Determine Public Safety Answering Points (PSAPs) for which information needs to be developed and counties to contact; (b) Determine elements of needs assessment; (c) Contact state 9-1-1 coordinators, state wireless coordinators and county 9-1-1 coordinators to determine the level of information already available; (d) Contact via e-mail or telephone PSAPs in those counties without 9-1-1 coordinators at the state and county levels; (e) compile the results of the efforts described in the preceding items a through d; and (f) continue to provide updates to the Wireless Deployment Profile and continue to provide technical assistance to stakeholder organizations. The time frame for accomplishing that additional work is six months. It is believed that NENA is the only organization capable of performing the additional work just described, because NENA has developed and maintained an E 911 Deployment Database for several years, and it is the only database of its kind. NENA possesses the baseline data, the experience and expertise, and the established relationships with the entities to be queried to compile the data necessary for the U. S. Department of Transportation to respond to the November 2003 Government Accountability Office (GAO) report on E 911 deployment in the most efficient manner possible. HOWEVER, any organization believing that it can clearly and convincingly demonstrate its ability to perform the contemplated additional work described in this notice----within the needed time frame----must, not later than May 20, 2005, submit a Statement of Qualifications proving such capability to: Mr. James Mowery, Office of Acquisition Management, HAAM30-D, Federal Highway Administration, Room 4410, 400 Seventh Street, S.
