Description
The government seeks to award a ?requirements type? contract for the acquisition of NSN 5430-01-078-8816RN, P/N 114293-501,or PN 91158, Collapsible Fabric Bladder. This 3000 gallon fabric fuel bladder is for the C-130 Aerial Bulk Fuel Delivery System (ABFDS) system, which is used to distribute fuel from a C-130 aircraft to receiving aircraft during in-flight refueling operations. The first year quantity is estimated at 44 each. Contract will have 4 Option periods that can be exercised unilaterally by the government. Approximately 48 additional tanks may be acquired using options. Delivery destinations are varied, with many in overseas locations. Anticipated award date is Aug 2005. First delivery will be due NLT 90 days ARO. This activity will acquire the collapsible bladders using Other Than Full and Open Competition (OTF&OC) procedures: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements Source(s): American Fuel Cell & Coated Fabrics (AMFUEL) 601 Firestone Dr Magnolia, AR 71753-0887 (CAGE: 005476) This contractor is the only source available who has the required technical drawings and specifications to meet the needs of the Air Force. There is incomplete, reprocurable data available for these fuel bladders, it cannot be competed. These fuel bladders are designed specifically for military use with the C-130 ABFDS system. They are not commercial items and the government does not have the rights to the drawings nor is it capable of acquiring those rights. This is a USAF requirement, but foreign military services may receive shipments under the resultant contract. Option BEQ?s will be listed in the resultant RFP. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
