Description
The U.S. Department of the Interior's Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a purchase order on a sole source basis to Mr. Barry Dickerson. This purchase order shall be awarded in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MMS anticipates awarding said purchase order to Mr. Dickerson for MMS' Resource Evaluation Modeling Technical Support requirement as specified below. MMS has mission critical needs that must be met by a contractor with the requisite knowledge, skills and abilities to work with MONTCAR, GRASP II and the OCS Methane Gas Hydrates model. It is anticipated that MMS shall use Mr. Dickerson's expertise in the use of these models to assist in developing MMS programs and policies, and performing resource assessment and evaluations of Outer Continental Shelf (OCS) oil and gas prospects. MMS currently uses the MONTCAR tract evaluation model, a proprietary, stochastic discounted cash flow simulator to develop the principal input to the government's estimate of the fair market value on which the Bureau's bid acceptance/rejection decisions are based. MONTCAR has a number of advanced features and capabilities that meet the specific needs of the government in its role as the lessor of the mineral rights. MMS also uses the GRASP II computer model, a probabilistic resource assessment program that assesses potential hydrocarbon resources in the Outer Continental Shelf (OCS). GRASP II is not proprietary; however it does contain extensive modules developed in-house by MMS that perform the economic analyses for the resource assessments. The MONTCAR and GRASP II models must continue to be maintained and enhanced and timely user support is critical to address ongoing evaluation needs and issues. Mr. Dickerson will also act as the Subject Matter Expert for all aspects of the evaluation and assessment of offshore oil and gas prospects and U.S. leasing history and policies. This notice is not a formal solicitation. This is NOT a request for an IT solution. This synopsis is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the purchase order will be awarded without further notice. A determination by the Government not to compete the proposed purchase order on this notice is solely within the discretion of the government.
