Description

Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Creative Rewards, Inc., 4621 Sixteenth Avenue, Suite 200, Brooklyn, NY 11204 to print and issue between 300 and 500 American Express Gift Cards, and provide toll free telephone support for card recipients to answer questions, provide replacements for lost or stolen cards and address other issues recipients may have. The anticipated period of performance for these services will be for approximately six months. The Census Bureau believes that Creative Rewards? experience in producing and managing the gift cards makes the company uniquely qualified to successfully complete the services. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau?s needs. Detailed capabilities must be received at the U.S. Census Bureau by COB, May 20, 2005. They will be provided via email to Abe Kennedy (Contract Specialist) at albert.ernest.kennedy@census.gov. Mr. Kennedy may also be contacted at 301/763-4420. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by COB May 20, 2005, a contract may be issued to Creative Rewards without further notice.
