Description
The Marine Corps Systems Command (MARCORSYSCOM), Infantry Combat Equipment Program Office, Quantico, VA, has a requirement for a Mountain Cold Weather (MCW) Boot to be worn by Marines. The MCW Boot is designed for use by all Marines operating in a multitude of operations in cold weather environments. The manufacturing and delivery of a commercially available boot will allow the fielding of a boot that protects the Marine from the cold environment while not impacting his ability to conduct operations. The altitude of the environment where the boot will be used for operations is from 0 to 16,000 feet of elevation. The boot is expected to perform on varying degrees of slope from 0 to 90 degrees, and on a wide variety of terrain types to include but not limited to rock, loose soil, mud, snow, alpine ice and scree or talus. The boot shall maintain durability and provide good traction for maneuverability in the above environments and terrain. To effectively perform and! operate in the above environments, Marines require a multi-purpose MCW Boot with the following characteristics: - Size range to include men?s sizes 3 through 16 in whole and half sizes and four widths (N, R, W, XW) - Allow for maximum performance in stated terrain. - Total system shall provide thermal and moisture regulation across the stated cold weather ranges. - Hydrophobic, Breathable, Durable, Abrasion Resistant Upper in a subdue color. (i.e. brown or gray) - Quick Drying and anti-microbial / anti-odor lining and insole - Durable Rocker Outsole that easily sheds debris. - Lacing or fastening and retention system that allows the foot to expand and contract with increased insulation packages e.g. thicker socks. MARCORSYSCOM plans to award firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract(s) with up to four offerors for an initial procurement of 200 pairs of boots for testing. Following testing, only one option will be exercised under one contract that provides the best value solution to the Government. The requirement will be for an estimated 54,000 pairs of MCW Boots over the five-year ordering period of the contract. This requirement is subject to the Berry Amendment (10 USC 2533 a) and the NAICS code is 316211.
