Description
Furnish all supervision, labor, materials, and equipment necessary for the renovation and alteration of the Fallon Building (base portion), in Baltimore, Maryland. The base portion includes the basement, ground floor and floors one through three. The total project covers approximately 300,000 square feet. The work will be accomplished in a multi-phased effort in a completely occupied building with minimum disruption. The worksite includes the following floors which constitute the "base": Basement, Ground, One, Two and Three. The present occupants are the VA, VA Service Organizations, DHS, IRS and GSA. All environmental, life-safety and Mechanical, Electrical, Plumbing (MEP) systems will be replaced. Additionally the project includes demolition, hazardous material removal, interior fit-out and finishes. The scope also includes the buildout of a 12,000SF Childcare Center and renovation of the food service cafeteria. The approximate duration of the contract is twenty-six (26) months. The estimated cost of this project is approximately $40 million. The resultant contract will be firm fixed price and include options. The procurement method will be a competitive negotiated Request for Proposal (RFP) utilizing source selection procedures. Offerors will be required to submit proposals in two parts with the first submission being past performance and evidence of bonding capacity. The second submission will include the balance of the technical proposal requirements along with a price proposal inclusive of lump sum and option pricing. Technical evaluation factors may include: 1) Past Performance/Experience and Bonding Capacity, 2) Subcontractors, 3) Project Management Plan, 4) Project Schedule, 5) Small Business Participation, and 6) Cost Savings Suggestions/Alternatives. The RFP is planned for issuance on May 23, 2005. The applicable NAICS CODE is 236220 with a corresponding size standard of $28.5 million.
