Description
NASA/MSFC has a requirement for a Ball Grid Array (BGA) Rework Station (Sniper III with Micro Image System, P/N 7750-0033). This item will be used to place and rework BGAs on high reliability printed wiring assemblies for MSFC space flight projects. NASA/MSFC intends to purchase the item from Automated Production Equipment pursuant to FAR 13.106-1(b). Automated Production Equipment is the only source within the United States capable of meeting the technical requirements for a low production volume BGA rework station for high reliability flight hardware. The BGA rework station must be capable of placing and reliably reflowing solder alloys used to attach BGA and micro-BGA components to printed wiring boards. To accomplish this requires a system that uses top and bottom low volume convection heating to ensure that the solder joints are produced in a tightly controlled environment and that the finished assembly will meet applicable NASA/industry workmanship standards. The Sniper III is the only BGA rework station which meets the technical and budget requirements (existing budget makes it impracticable for development of a custom unit to perform this function). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 16, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
