- Description
- The National Institute of Child Health and Human Development (NICHD) has a need for Evaluation Services for various scientific programs that will encompass the following subject areas: 1) short-term program assessments; 2) evaluation feasibility and design projects; 3) full-scale program evaluation projects; 4) secondary data analysis projects; and 5) other quick turnaround evaluation services, such as focus groups, surveys, and literature reviews. To successfully provide these services, a diverse team of both quantitative and qualitative evaluation experts is needed. The evaluation team should include, but not be limited to, experimental and quasi-experimental design experts, case study managers, survey design and sampling specialists, focus group interviewers and analysts, NIH program information and database analysts, and scientific bibliometric analysts. Specifically, the Offeror must demonstrate that its personnel possess the required evaluation training and experience to perform the work accurately and in a timely manner. Teams of evaluators with different skill areas will be needed to satisfy individual Work Order requirements. These teams will also need leaders with training and experience in project management to ensure efficient use of resources, as well as staff with skills in ?plain language? writing and report preparation. In addition, there are two mandatory qualification criteria for these services: 1) your organization must be located within 50 miles of the NIH campus or have an established office, with the Project Director, located in the D.C./Baltimore/Washington Metropolitan area. It is necessary for the Project Director to be available for frequent face-to-face meetings (often requested with only one business day?s notice) between the NICHD staff and NIH stakeholders. And: 2) a Small Business Subcontracting Plan must be submitted with your original Business Proposal which includes appropriate Small Business goals that must be approved prior to the Technical Peer Review. All responsible organizations are encouraged to submit a proposal. RFP NICHD 2005-17 will be issued on or about May 25, 2005 with responses due August 8, 2005.
