- The Program Executive Office for Weapons and Unmanned Air Vehicles (UAVs) (PMA263) is releasing a Broad Agency Announcement (BAA) to seek proposals for research support in developing innovative solutions for the Maritime and Littoral Intelligence, Surveillance and Reconnaissance (ISR) mission. Concepts developed under this BAA may be considered in the development of future unmanned ISR systems and system improvements. The Navy?s desire is to develop ISR mission system enhancements for implementation in the 2013 timeframe, concurrent with other planned ISR improvements. The U.S. Navy is in the process of recapitalizing its land-based maritime ISR capabilities, currently provided by the aging P-3 and EP-3 aircraft. The Navy believes that the integration of manned and unmanned systems enables the creation of an overarching maritime architecture that can effectively enhance ISR mission performance and result in improved cost and mission effectiveness. The manned portion of the Navy?s Family of Systems (FoS) with Broad Area Maritime ISR capabilities that will replace the P-3 and EP-3 are the Multi-mission Maritime Aircraft (MMA/P-8A) and the Aerial Common Sensor (ACS) aircraft. The unmanned portion is the Broad Area Maritime Surveillance System (BAMS), the VTUAV (Fire Scout), and the Tactical Control System (TCS). The desired outcome of this study is a capability based definition and overarching systems architecture that will support the development of the unmanned portion of the FoS for maritime ISR.
