- NAICS Code: 339111 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Bio-Rad Laboratories, Inc., 2000 Alfred Nobel Dr., Hercules, CA.,for the acquisition of a multi-purpose imager for scanning, storage and analysis of nucleic acid and protein gels, blots, and macroarrays. This equipment will be used for the development of biomarkers of neurotoxicity. This system must be able to detect 1) single-color fluorescence, 2) multiple-color fluorescence , 3) chemiluminescence, 4) colorimetric detection, and 5) densitometry of exposed films. The scanner must be able to use both white light and UV illumination. Bio-Rad Laboratories is the original manufacturer of this system, both the hardware components and the software required to run the system are proprietary and can only be used with Bio-Rad Laboratories, Inc. equipment. Therefore the EPA has identified Bio-Rad Laboratories, Inc. the only vendor capable of satisfying requirement . In order to maintain consistency and scientific validity. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source (s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
