Description
Bolling Air Force Base intends to procure construction of a 3-bay carwash and the demolition of an existing car wash facility. The proposed contract is set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered. (Numbered Note 27) The North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $28.5 mil. This is a Performance Price Trade Off acquisition and award will be made based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed offeror. All responsive offerors will be considered by the agency. The performance period is expected to be 270 days and the magnitude of construction is between $500,000 and 1,000,000. Funds are not currently available for this project. No award will be made until funds are available to make payments under any resultant contract. The Request for Proposal (RFP) will be available on the Electronic Posting System (EPS) Web Site at http://www.eps.gov on or about 10 June 2005. The estimated period of proposal preparation will be at least 30 days. Paper copies will not be available. Once posted, it is incumbent upon the interested parties to check for updates/changes to the solicitation. No response to this notice is necessary and no source list will be maintained. Prospective contractors must be registered in the DoD Central Contractor Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for a timely award. Interested contractors can contact the CCR by calling 1-888-227-2423 or e-mail at www.ccr.gov. Proposals sent via e-mail will not be accepted. A complete paper copy and one electronic copy (CD Rom) must be received by the issuing office not later than the time and closing date for receipt of offers. Award will be made without discussions. However, the Government reserves the right to hold discussions if determined necessary. Therefore, each initial proposal should contain the offerors' best terms from a technical and cost or price standpoint. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. See synopsis numbered note 25.
