Description
It is the intent of NAVAIR Orlando, Training Systems Division, Orlando, FL, to award a sole source purchase order, utilizing Simplified Acquisition Procedures (SAP), to Summit Technologies Inc, 127 W. Fairbanks Ave, Suite 436, Winter Park, FL 32789-4312, in accordance with FAR 6.302-1, Only one responsible soure and no other supplies or servies will satisfy agency requirements. Summit Technologies Inc. is a small business. This sole source award is based on Summit Technologies Inc. is the only vendor that possesses the unique technical expertise and program management skills requied by the Defense Modeling and Simulation Office in the management of their technical programs and future year budget planning. Statement of Work for Technology and Evaluation Support to the Department of Defense Director, Defense Modeling and Simulation Office (DMSO): 1. BACKGROUND The Defense Modeling and Simulation Office (DMSO) was established under the Assistant Secretary of Defense (Acquisition, Technology and Logistics) and reports through the office of the Director, Defense Research and Engineering (DDR&E). To provide readily available operationally valid M&S capabilities for use by DoD components to train jointly, develop doctrine and tactics, formulate operational plans, and assess warfighting capabilities. 2. OBJECTIVE The objective of this statement of work (SOW) is to provide technology and program management support to the Director, Defense Modeling and Simulation Office, within the Office of the Secretary of Defense. 3. SCOPE OF WORK The overall scope of this Statement of Work encompasses Contractor support to provide: Program Management Support - The contractor shall manage, control, and administer all financial and technical performance efforts under this task order. Activities will include, but not be limited to, coordination with the Contracting Officer Representative (COR) and Director on all contract issues and actions, providing timely responses and information to the government on all matters dealing with the contract, and providing security, travel and other administrative support to contractor assigned personnel. Technical and analytical support - The contractor shall provide a technical expert to support the analysis, review and evaluation of current and proposed modeling and simulation policies, processes, training, infrastructure and resources including, but not limited to, the following areas: 1. Develop technology policies, directives, regulations, and instructions involved with the development and implementation of modeling and simulation infrastructure and resources. 2. Assist Service components in the development of consistent M&S plans in the areas of configuration management; verification, validation and accreditation; and releasability. 3. Manage the technology program and its development of capability summaries, coordination memoranda of understanding/agreement, and associated outreach programs 4. Provide support for studies, reports, briefings, meetings, conferences, and other items associated with modeling and simulation. 5. Facilitate processes to coordinate and assist in the development, acquisition, and sharing of M&S technology, standards and verification, validation, and accreditation processes among DoD Components and the Defense industry. Provide support for research and analysis of modeling and simulation resource requirements for DoD components as well as other Federal agencies, and to facilitate the acquisition of joint and interoperable M&S systems and architectures that support interoperability. 6. Provide technical, analytical, and managerial support for the formation, promulgation, and implementation of an integrated program of modeling and simulation research and development. Identify, initiate and sustain research and development opportunities aimed at improving M&S tools, data bases, associated network concepts, standards, interoperability, interfaces and accreditation. 7. Identify high-priority M&S technology objectives for future investment. 8. Advise the Director, DMSO regarding resource requirements to execute candidate M&S improvement projects. 9. Conduct evaluations of funded M&S projects to verify progress and validate candidacy for continued resourcing or termination, as appropriate. 10. Represent DMSO in meetings with other OSD offices, agencies, and the services in areas under the Director?s responsibility. Travel from DMSO is required. 11. Perform other tasks as may be assigned by the Director. The contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of all tasks under this effort. Specifically, the contractor shall provide: Security Clearances: A Secret Security Clearance is required for this task order. Deliverables: The contractor is to provide the following deliverables: 1. Status Report and Funds Expenditure Report (Monthly) 2. Draft Document Review and Preparation, As Required This posting is not a request for quotes or competitive proposals.
