Description

The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSYCEN) - San Diego intends to solicit and award a Firm Fixed Price (FFP) contract to the Corporation for National Research Initiatives (CNRI), 1895 Preston White Drive, Ste. 100, Reston, VA 20191-5434 on a sole source basis for engineering and fabrication services. Under this action, CNRI will provide specialized fabrication support for the transfer of the Universal MEMS Integrated Dual-Spring (UMIDS) fabrication process to the distributed fabrication network of the MEMS Exchange. CNRI is the only known source with the specialized expertise available who can provide the specialized fabrication of MEMS parts under this requirement. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other-than-full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in the duplication of cost and time to develop the specialized expertise and the technical capabilities within another contractor's workforce. This duplication of cost is not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) Code is 334413; the size standard is 500 employees. The anticipated period of performance will be approximately a one-year period with a total estimated value of $205,000.
