- In accordance with the procedures specified in the revised OMB Circular A-76 (Attachment B, B.1), dated May 29, 2003, this notification represents the formal public announcement and official start date of a streamlined competition on the planner/estimator services commercial activity function performed at the General Services Administration (GSA), Public Building Service (PBS), Great Lakes Region, located at various field offices in Minnesota and Wisconsin. PBS provides for the Federal Government?s real property needs by leasing, building, and, maintaining Federal office space. Government personnel consisting of 2 commercial activity full time employees (FTEs) represent the incumbent service provider located in Ft. Snelling, MN. Government personnel consisting of 1 commercial activity FTE represents the incumbent service provider located in Minneapolis, MN. Government personnel consisting of 1 commercial activity FTE represents the incumbent service provider located in Milwaukee, WI. This is not a Request for Proposal (RFP) and in no way obligates the Government to award a contract. Prospective offers are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. THIS IS NOT A SOLICITATION, NO SOLICITAITON SHOULD BE ANTICIPATED, AND PROPOSALS ARE THEREFORE NOT REQUESTED. The estimated work years will consist of a one year base and four (4) one year options. The designated Competitive Sourcing Official is, J. David Hood, Assistant Regional Administrator for the PBS. His point of contact is Dan Krudop. The responsible Contracting Officer is Chenise Whitehead, and the Agency Tender Official is Kenneth J. Kunesh. The projected end date of this competition is August 23, 2005.
