Description
The Director of Competitive Sourcing for the Department of Labor, Multiple Agencies including OASAM, MSHA, and OALJ Installation Services, with employees located in various DOL Regions throughout the United States, is currently seeking potential sources for an OMB Circular A-76 Cost Comparison Study. This study was previously intended to be a streamline competition, however, OMB approval has been granted to convert the subject study to a standard competition and a time extension of an additional six months to complete the study has been authorized. The intent of the study is to determine the most efficient and cost effective method of providing Multi-agency installation services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. THIS PROCUREMENT IS UNRESTRICTED. The NAICS Code for this procurement is 561210 Facilities Support Services with a size standard of $30 Million. Work to be performed involves various personnel in the following areas: Building Management Specialist, Building Specialist, Customer Services Asst, Customer Service Mgt Analyst, Electrician, Facilities Management Specialist, Lead Building Specialist, Lead Mail Clerk, Lead Supply Technician, Mail Clerk, Mail Supervisor, Management Analyst, Motor Vehicle Operator, Maintenance Mechanic, Maintenance Work Inspector, Plumber, Program Support Specialist, Program Analyst, Space Management Secretary, Space Management Account Executive, Space Management Program Analyst, Space Management Specialist, Telecommunications, Supervisor Supply Manager, Supply Mgt Officer, Supply Clerk, Supply Technician, Woodcrafter, Distribution Facilities, Property Mgt Analyst, Mail Assistant, Support Services Specialist, Mail and File Clerk, Space and Tele Specialist, Supply Technician, Support Services Clerk, Support Services Clerk (Office Automation), Space Mgt Assistant, and Admin Services Specialist. Currently these functions are performed by 78 Government employees. The Competitive Sourcing Official for this competition is: Mr. Patrick Pizzella; the Contracting Officer is: Mr. Peter Higginbotham; the Agency Tender Official is: Mr. Dan Murphy. The Source Selection Authority has been designated and will be announced with the tentative decision of the competition. This is not a request for proposal and a solicitation is not available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government will seek industry comment on a Draft Performance Work Statement (PWS), that will be announced via FedBizOps when available. The Draft PWS on CD Rom will be available on or about 15 September 2005. Industry comments will be due back no later than 30 days after Draft PWS is released along with your statement of interest. The final decision will be completed on or about 26 May 2006. The solicitation will be made available free of charge, on CD Rom, upon written request via Fax at (202) 693-4019, attn. Peter Higginbotham. The official plan-holders list will be maintained at DOL Office of Competitive Sourcing. Hard copies (paper sets) of the solicitation will not be provided by the Government. Offerors requesting a copy of the solicitation must provide a complete name, address, phone number, including area code, offeror type (prime contractor, subcontractor, supplier, etc.) e-mail address and type of business (large, small, small disadvantaged, woman owned, etc.). Plan-holders will be notified of any amendments to the solicitation via e-mail. Amendments will be provided immediately to current Plan-holders either by e-mail or on CD Rom, or upon request from other offers. It is the sole responsibility of the offeror to continually view the website for notification of any amendments made to the solicitation. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. Any resultant contract will have a performance period, which includes a base year with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. Source selection procedures will be utilized in conducting this competitive negotiation, which consists of the submission of price and technical proposals.
