Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intends to negotiate with The Standard and Poor?s on a sole source basis in accordance with the authority of 41 U.S. c. 253 (c) (1) only one responsible source. This requirement is for a base period of 12-months with an additional four 12-month option periods. The requirement is to provide the Department of Commerce the Bureau of Economic Analysis (BEA) economic measurements as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which are considered the most useful summary measure of the nation?s production, and related measures. BEA, as one of the world?s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. Standard and Poor Compustate Server, has provided the data set for many years. This detailed data allows the Bureau of Economic Analysis (BEA) access to a database that can be searched for keyword and /or items. In summary, under the authority of FAR 13.106-1(b) (1) it has been determined the Standard & Poor?s Compustate Service Inc. is uniquely qualified because of their experience and knowledge in providing financial data that has the range, timeliness, and technical availability that meet critical source data needs to support the Bureau?s mission of developing and releasing critical national economic estimates. Offeror?s certain they can meet the requirements are requested to submit in writing an affirmative response which details their technical information demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. Note 22 applies to this requirement.
