- A. Introduction: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Veterans Health Administration (VHA) is seeking vendor sources that are capable of developing an enterprise-level Laboratory Information Management System (LIMS) that will replace the current Laboratory system. The LIMS must comply with all regulatory agencies overseeing laboratory and hospital information systems. The Government shall have standard unlimited rights as stated under FAR 52.227-14 to include the source code for the product developed. The LIMS shall support all the disciplines of Lab, which include the following: Anatomic Pathology, Chemistry/Toxicology, General Laboratory, Hematology, Immunology (Diagnostic), Microbiology, and Point of Care/Ancillary Testing. Please note that the following subspecialties are supported in the above disciplines: Surgical pathology, Cytology and Electron Microscopy in Anatomic Pathology Urinalysis in Chemistry/Toxicology Flow cytometry in Hematology Serology in Diagnostic Immunology Bacteriology, Virology, Mycology and Parasitology in microbiology Phlebotomy in General Laboratory The LIMS shall provide limited support to a select few business processes in the Blood Bank discipline, specifically, phlebotomy, specimen tracking, billing, and workload reporting. The LIMS must support multiple interfaces e.g. other VA information systems The LIMS must support multi-facility processing (e.g. multidivisional sites) B. Size of Organization: As of December 30, 2004, VA has 157 medical centers and 869 ambulatory care and community based outpatient clinics. VA supports approximately 300 clinical laboratories. VA employs over 220,000 people with approximately 7,000 laboratory employees. C. Product Requirement Details: Attachment A identifies and briefly describes product requirements that must be supported by the product delivered. The features are categorized by the business process they support. Attachment A can be obtained by written request to the Contracting Officer by June 23, 2005. Karen.lebo2@med.va.gov. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes ? it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party?s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. A list of customers for whom they have developed Laboratory Information systems in the past. Include the following details: Facility Name Facility size Current point of contact at facility (Name, Phone, Email) Approximate Cost of Development Approximate time from start of contract to deployment Overview of Project Successes Overview of Project Problems with information on how the problems were corrected Overview of the functionality provided by company?s Laboratory Information System 3. Explain preferred software development methodology. Include the following details: Describe project management approach and experience. Overview of artifacts (requirements, design, testing, etc) Ability to manage artifacts for the lifecycle of the product. 4. Functional and non-functional requirements developed/supported 5. Deployment, implementation, and support experience. 6. The vendor is requested to provide details of the metrics used to determine performance/success levels throughout the project lifecycle.
