Description
The Office of the Comptroller of the Currency intends to award a commercial item contract, pursuant to FAR Part 12, on a sole-source basis to ACF Consultants Limited for highly specialized commercially available off-the-shelf training for bank examiners. The courses are: Advanced Asset Liability Management; Global Banker, Traded Products ? Intermediate; and Traded Products Advanced. The contract is a follow-on to previous contracts with ACF for the same courses, and it will contain an ordering period of one year with four one-year options. ACF will provide OCC bank examiners with highly specialized training regarding fixed income securities, derivative products, financial markets, capital markets products, and related risk management. The method of instruction combines student reading, pre-course e-learning, professional lecture, hands on interactive exercises using advanced computer simulation techniques, and instructor assisted administration in a classroom setting. The requirement also includes the provision of a facility with training rooms, breakout rooms, computers, and technology support. This notice of intent is not a request for competitive proposals. Written or telephone requests for a solicitation will not be accepted; a solicitation will not be issued. All information received within 7 days after the date of this notification that contains pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to complete this proposed action based upon responses to this notice is solely within the discretion of the OCC.
