Description
This amendment to synopsis W31P4Q-05-R-R020 is issued to answer the following questions. Q.1 Will this effort require new model development, particularly for Enhanced Position Location Radio System (EPLRS), or will existing EPLRS OPNET models be imp lemented in the context of larger networks and corresponding scenarios? A.1. If someone other than OPNET Technologies were to perform this task they would be required to obtain, review and understand the relationship between previously developed OPNET AM RDEC custom models. This would probably require a non-disclosure agreement between them and OPNET and would also require additional time that is not in our schedule. This task will require the contractor to enhance exisiting EPLRS and Link-16 models, and develop a JREAP model that is compatible with other AMRDEC OPNET models previously developed under contract with OPNET Technologies. Q.2. If new model development is to be performed, will core design elements of EPLRS be furnished or will we treat the EPLRS model as black box behavorial models? A.2. New model development with respect to EPLRS and Link-16 shall not be performed under this contract. Existing EPLRS and Link-16 models will be enhanced to support the JREAP capability required in the simul ation. The core design for EPLRS and Link-16 has been completed by OPNET and proprietary issues may exist. The JREAP model shall be built on the MIL STD 3011 and will be the property of the US Government. Q.3. Will the consulting services be open to a small business on a stand-alone basis, or would such a small business be encouraged to partner with a larger firm? A.3. Consulting services should be understood as a cooperative effort between the contractor and AMRDEC with respect to the development and integration of the final product into the AMRDEC OPNET simulation. Q.4. Do you have an idea as to the duration and funding for the effort, and start date. A.4. The duration will be 26 weeks, funding for this effort and start date are not known at this time. In addition the closing date is not extended and remains 10 June 2005, Close of Business (COB), local time CST.
