Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible parties may submit a quote. The National Institute of Standards & Technology (NIST) has a requirement for a continuous foam processing system. This is a device that can prepare flexible polyurethane foam with a range of densities and sizes, and which can incorporate solids into the foam formulation. The system shall be used by the NIST Building Fire and Research Laboratory to prepare flexible polyurethane foam for flammability research. All interested parties shall provide a quote for the following line item: LINE ITEM 0001: Quantity 1 each Continuous Foam Processing System, meeting all of the following required specifications: 1. Must be capable of producing flexible polyurethane foam slabs with: a. Densities from 3 lb/ft3 to 0.5 lb/ft3; b. Solid filler loadings up to 30 wt. percent; c. Slab dimensions: Minimum: 1 ft by 1 ft; Maximum: 3 ft by 2 ft; and up to 15 ft long; 2. It must be integrated with NIST?s existing Fluidic Systems PK3-dispensing apparatus. Reference Attachment I for the specifications of NIST?s PK3 system (e.g. flow rates, operating pressure, etc.); 3. An overhead hood system must be included to remove chemical fumes from the air-space around the foam as it is produced. This will be hooked up to the NIST ventilation system. 4. System must have 6 input lines: Line 1: isocyanate; Line 2: polyol A; Line 3: flame retardant A; Line 4: Flame retardant B; Line 5: surfactant; Line 6: blowing agent. LINE ITEM 0002: INSTALLATION: The Contractor shall provide installation for the system. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, removal of all trash, set-up and hook-up of all equipment, turn key start-up, and demonstration of specifications. LINE ITEM 0003: TRAINING. The Contractor shall schedule and facilitate a training session for three (3) NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. The Contractor shall propose the required time for training. Installation and Training must be scheduled in advance with the NIST Technical Contact to be identified upon award. TESTING: The system shall be tested after set-up and training by the Contractor at NIST. The test will be for the system to produce three (3) blocks of foam at two (2) densities. Testing may be completed in conjunction with training. OPTION LINE ITEM 0001: The contractor shall provide an instrument that can make foam using a blowing agent. All of the following technologies are acceptable: Methylene Chloride, Liquid CO2, or Vacuum. The contractor shall provide technical information and price for any or all of the three technologies. OPTION LINE ITEM 0002: Upgrade of Methylene Chloride to Liquid CO2 or vacuum. The Contractor shall provide technical information and price for any or all of the technologies. Delivery shall be FOB Destination. Delivery, installation, and training shall be completed not later than 6 months after award. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award will be made to the Contractor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor: Meeting or Exceeding the Requirement, 2) Past Performance, and 3) Price. Technical Capability and Past Performance, when combined, are equal to price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10) and/or the offeror?s recent and relevant procurement history with NIST or its affiliates. Offerors shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed.
