- The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source purchase order using simplified acquisition procedures to Bell Avon, Inc. of 1200 Martin Luther King Jr. Blvd, Picayune, MS. 39466-5427 or B/E Aerospace, SMR Technologies Inc. of 93 Nettie Fenwick Road, Fenwick, WV 26202 to acquire Foreign Comparative Test (FCT) Fabrication on the LCAC Skirt Program, for phase 2 of the program. Under phase 2, more advanced materials are being procured from the FCT vendors. More on-craft testing will be accomplished, but the phase 2 in-service evaluation will be more extensive than was done with the phase 1 effort. Under phase 2, the US Navy will outfit two crafts, one at each Assault Craft Unit, entirely of test fingers and control fingers (except for the stern and inner fingers). The entire set of outer side and bow fingers will consist of a combination of phase 2 test fingers, test fingers made of the better-performing phase 1 materials, andcontrol fingers made of the current material. This will allow a direct comparison between the phase 2 and down-selected phase 1 materials, and will make a final determination under phase 2 as to which material(s) has the best service life. This acquisition is unsuitable for full and open competition for the following reason: There are only two approved sources of supply for the LCAC skirt components under Defense Logistics Agency. They are Bell Avon and B/E Aerospace, SMR Technologies. These companies have already been qualified as capable of producing the skirt components, and are qualified as meeting the LCAC Project Peculiar Document (PPD) No. 802-6336530 ?Skirt Fabrication Procedures?. Qualification of any new suppliers would be a lengthy and costly process. The anticipated award date will be on or about June 30, 2005. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018.
