- Concerns having the ability to complete the state-of-the-art CISN (California Integrated Seismic Network) display system and integrate the CISN display into the ANSS (Advanced National Seismic System) earthquake notification system are requested to provide written notification (including telephone and point of contact) to the procuring office above. The U.S. Geological Survey (USGS), ANSS has a requirement to integrate the CISN display into the ANSS earthquake monitoring system which currently operates using seismic data loggers manufactured by Reftek, Guralp, Nanometrics, and Kinemetrics. ANSS is using SeisNetWatch (SNW) to monitor these data loggers. The purpose of the requirement is to develop software "agents" for SNW so that ANSS networks can use SNW to detect all data loggers that are not operating within specifications. SNW was developed by Instrumental Software Technologies, Inc. (ISTI) and has placed the source code in the public domain but is intimately familiar with the software. EIDS and CISN Display were developed for CISN by ISTI. CISN has not made the source code publicly available, but has made it available to ANSS. The source would also have to be familiar with Earthworm modules to port Earthworm to Linux and to perform the Earthworm support. ISTI meets this requirement because they have developed a large number of Earthworm programs and have configured and installed it at many networks worldwide. ISTI is the developer of SeisNetWatch Q330 Agent, SeisNetWatch SNWMapclient and QUASAR programming toolkit and currently the only support source. Based on the information available at this time, and in accordance with FAR 6.302-1(b)(1)(2), (?.the existence of limited rights in data, patent rights, copyrights, or secret processes;?..) the Government considers the item specified as a sole source from ISTI, New Paltz, NY and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Concerns who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials that correspond to the required items to determine if competitive opportunities exist. No solicitation document exists, therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. .
