Description
NAVAIR Orlando TSD intends to award a sole source Firm Fixed Price contract to RDR, Inc. for the upgrade, modifications, refurbishment, and development of the LSD-41 Class Training Systems, Device 19H5. The trainer is located at Surface Warfare Officers Schools Command, Newport, RI. RDR will be responsible for the hardware upgrade, software upgrade, software changes, and software development. This sole source award is based on FAR part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement. Anticipated award date is end of July. Currently, RDR is responsible for the upgrade and modification of the LSD-41 MPCS Operator Trainer, Device 19H4 trainer located at Training Support Center, Great Lakes, IL. The required upgrade and modifications are very similar for the 19H5 and 19H4 trainers. Upgrades and modifications include both hardware and software components. RDR has the experience and knowledge from 19H4 to perform the tasks without any risk to the government. If any other contractor was used to perform the tasks, then there will be a substantial duplication of cost because of learning curve factors. Any delay in the performance schedule will not meet the current ready for training date for the school house. Training reschedules will incur additional cost and risk for the government. Due to the need to make these upgrades and modifications in the shortest time possible, RDR has the most intimate knowledge and personnel asset to achieve this goal. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and technical capability statement in response to this notice. Navair Orlando Contracts shall consider all response.
