- Description NASA/HQ has a requirement for an independent review team chairperson. The chairperson will support the NASA Independent Program Assessment Office (IPAO) in the review of the Prometheus Nuclear Systems and Technology Program (PNSTP). This program is developing the nuclear fission power and propulsion systems necessary to enable the implementation of NASA's vision of space exploration. Therefore, the criteria which the chairperson must possess include independence from both the Exploration Systems Mission Directorate (ESMD) and Jet Propulsion Lab (JPL) which manage the Program; experience in nuclear propulsion technology; understanding of complex nuclear reactor programs; and experience managing the technical and managerial issues of space programs. NASA/HQ intends to award a purchase order to Mr. Theron Bradley Jr. The authority is 10 U.S.C.2304(c)(1) "only one responsible source" The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail to the identified point of contact not later than 4:30 p.m. local time on June 28, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
