Description
NASA/LaRC has a requirement for various probes and a logic analyzer to increase the capability of an existing NASA LaRC owned 4 channel 4 GHZ Tektronix oscilloscope. Probes to be acquired include: two active probes (P7350) for higher precision measurements, two passive probes identical to the current set (P7240) to fully utilize the channels available with comparable measurement probes; two adapters (TCA-1M) for the Tektronix proprietary attachment form factor to 1Meg passive probes for lower precision measurements but a larger dynamic range hence providing more information about the circuit without potentially damaging the current passive probes; two adapters to BNC (TCA-BNC) to allow use of some of the currently available but older probes for simpler measurements that do not require the precision, but do require the larger dynamic range, and two voltage probes suitable for accurately measuring voltage rails up to 15V (beyond the range of passive and active probes listed above. The logic analyzer includes: A mainframe (TLA7012) used to house the processing unit and interface to the probing modules; An IView oscilloscope kit (TLA70121C) used to link the logic analyzer with the in-house Tektronix oscilloscopes providing functionality used to time correlate logical phenomena with high precision oscilloscope measurement and view oscilloscope traces on the Logic analyzer screen with Logic Analyzer traces; A 102 channel logic analyzer module (TLA7AA3) which will support multi-site examination of 32-bit buses as well as remote collateral logic for insight into the system performance as a whole which is critical to the design and debug of PCI systems; An increase to the 102 Logic Analyzer probe module (TLA7AA3S) increasing memory depth for Logic Analyzer traces. This allows the capture of longer activities such as large DMA bursts; and three 34 channel probe attachments (P6810) for single ended or differential measurements. Probe attachments are required to interface the Logic Analyzer to the hardware and these are suitable for the types of measurements needed for the current project efforts. NASA/LaRC intends to purchase the items from Tektronix as the only known reasonable source because the probes are for an existing oscilloscope and no other vendor makes compatible probes; the logic analyzer has been selected for its functionality to incorporate real-time, the traces and control of an external oscilloscope. This action is taken in accordance with FAR 13.106-1(b). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 6, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
