- The purpose of Amendment 1 to Solicitation No. 14350405RP43251 is as follows: 1. To correct the following sentence of the announcement posted to FedBizOpps on June 22nd, as indicated in bold: It is expected that the resultant Contractor will have to travel to Kansas City, MO; Davis, California; Raleigh, North Carolina; Spokane, Washington; Springfield, Illinois; and, Valdosta, Georgia. 2. To revise paragraph C.1.3 of Section C.3 of the SOW as follows, as indicated in bold: The Contractor's evaluation shall include interview sessions with applicable RMA RO specialists or staff from the five RMA RO's (Davis, California; Raleigh, North Carolina; Spokane, Washington; Springfield, Illinois; and, Valdosta, Georgia) with responsibilities for perennial Category C APH crops growing areas. Information on these RMA RO's can be found at: http://www.rma.usda.gov/aboutrma/fields/rsos.html 3. Questions and Answers The following concerns were posed in regards to this solicitation. Please note that the verbiage of the concerns may have been revised, but have not lost their significance. A. Q- Can geographical areas other than those listed in paragraph C.1.3 of Section C.3 of the SOW, Specific Tasks & Work Assignment, be proposed for the interview sessions? A- RMA limited the RMA ROs to the five that have the largest number of perennial Category C APH crop programs and contracts. This was done with the intention of trying to controlling the cost of the contract. These offices are also the ones RMA utilizes and has on the Perennial Crop Workgroup. RMA believed that this should not limit the contractor's ability to gather data and make meaningful analysis, evaluations and any proposed changes that may be applied in all regions. B. Q- As a concern with more than $6M in average revenue, would we be eligible to be a subcontractor to a prime contractor who qualified as a small business concern? A- A large business can act as a subcontractor to a small business. However, please see the clause at 52.219-14, Limitations on Subcontracting.
