Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. ?Brand Name or Equal?. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-05-Q-4765. NUWC Division Newport intends to purchase the following items, or equal: 0001: Aydin 15.1? Wall AMLCD Industrial Flat Panel Cambridge Series Display with ELO Resistive Touch Screen P/N CFP15W1-1A1-001, qty (30); Item 0002: Aydin 20.1? Wall AMLCD Industrial Flat Panel Cambridge Series Display with ELO Resistive Touch Screen P/NCFP20W1-1A1-001, qty (5). Required delivery is 5 weeks after award, F.O.B. Destination Naval Station Newport; Newport, RI. This is 100% set-aside for small business. Size standard is 1,000 employees. TO PROPOSE A BRAND NAME OR EQUAL PRODUCT, THE FOLLOWING MINIMUM SPECIFICATIONS MUST BE MET. All displays shall: (1) be industrial grade commercial displays in a wall or desk mount enclosure supporting VESA standard 100 mm spacing mounting holes such as would mate with an Ergotron Monitor Mount p/n 47-012-085-01; (2) have displays that use Thin Film Transistor (TFT) Active Matrix Liquid Crystal Display (LCD) technology; (3) have minimum horizontal and vertical viewing angle of +/- 80 degrees for 20.1" and +/- 55 degrees horizontal and +/- 50 degrees vertical for the 15" displays; (4) have minimum Contrast Ratio of 300:1 for 20.1" and 200:1 for 15" displays; (5) have minimum standard XGA analog input using HD-15 (VGA) input connector; (6) the 15.1" diagonal display shall have minimum XGA 1024 x 768 at 60-75 Hz resolution with 4:3 aspect ratio screen with 12"W x 9"H display area and the 20.1" diagonal display shall have minimum 1280 x1024 @ 60-75 Hz resolution with 5:4 aspect screen with 15.75"W x 12.625"H display area or 4:3 aspect ratio screen with 16"W x 12"H display area with an Auto Resize to incoming signal capability such that manual adjustment of the horizontal and vertical sizing is not required for signals with 5:4 aspect ratio to correctly display on the 4:3 aspect screen; (7) both the 15.1? and 20.1? monitors shall have minimum brightness of 200 CD/m squared; (8) Brightness, Contrast, Horizontal and Vertical Position, Width, Focus and Reset Controls either accessible from the front of the panel or by using On Screen Display (OSD) adjustment; (9) power input of 120 VAC/60 Hz with internal rather than external 120 VAC to DC converter; (10) installation data including dimensions, weight, power and access requirements, connector and mounting hole locations, to support development of installation drawings; (11) ELO Touch Anti-Reflective Resistive RS-232 Touch Screen with software; (12) touch screens that shall be capable of sustaining a minimum of 400,000 depressions at any point on the surface and remain fully operational and without any surface etching due to dirt, dust and oils. Aydin Displays have been certified to provide the performance specified above with certified trainer hardware and software. ANY PRODUCT PROPOSED THAT IS NOT AN AYDIN DISPLAY MUST INCLUDE TECHNICAL DOCUMENTATION THAT CLEARLY DEMONSTRATES THAT THE PROPOSED DISPLAYS MEET THE MINIMUM SPECIFICATIONS. IF TECHNICAL DOCUMENTATION IS NOT SUBMITTED WITH THE QUOTE, THE OFFER WILL BE FOUND TO BE UNACCEPTABLE. NUWCDIVNPT reserves the right to test any product proposed, which is other than an Aydin display, even if the technical documentation clearly demonstrates that the proposed product meets the specifications in order to confirm compatibility of Touch Screen software with existing certified trainer system software. FAR 52.211-6, Brand Name or Equal, applies. Evaluation factors are technical capability, price and past performance. Each is equally important. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. A completed copy of FAR 52.212-3 Offeror Representations and Certifications--Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
