Description
R- The Department of Veterans Affairs (DVA) Veterans Health Administration (VHA) Human Research Protection Accreditation Program (VAHRPAP) provides for the external accreditation of the HRPP of all VA facilities engaged in research involving human subjects. A total of 116 VA facilities have Federalwide assurances to perform human research. Approximately 40 percent of VA facilities employ their academic affiliate?s Institutional Review Board(s) as their IRB(s) of record. The VHA requires services of a contractor to provide for the comprehensive review, as an external accrediting body, of the geographically dispersed DVA facilities? Human Research Protection Programs (HRPP). Approximately one-third (35-40 programs) of all VA HRPPs shall be surveyed each year. The Contractor shall establish standards for HRPP performance, and policies and procedures for the accreditation process. The accreditation survey shall be the mechanism for evaluating the performance of each HRPP in relation to those standards. The accrediting body shall ascertain whether these HRPPs comply with applicable existing VA policies, federal regulations, rules, and laws. Upon completion of the survey, the Contractor shall provide a comprehensive, written report that outlines the strengths and weaknesses of each HRPP. When appropriate, the Contractor certifies that the HRPP meets accreditation standards. The survey process shall be performed for each VA facility at least once every three years. The skill set required of the contract personnel includes expertise in accreditation/certification of organizations, human research, human research protection, and quality assurance (QA)/quality improvement (QI). The contract will be awarded for a five year period, consisting of one base year and four option years. All work shall be performed in accordance with the solicitation which may be found on this site approximately July 18, 2005 . Offerors are advised that they are responsible for obtaining amendments. Award is subject to the availability of funds. Faxed proposals will not be accepted.
